【摘要】：目的探討在職業(yè)衛(wèi)生監(jiān)督管理部門(mén)交接磨合期基層職業(yè)衛(wèi)生技術(shù)服務(wù)面臨的困難和挑戰(zhàn)。方法以深圳市龍崗區(qū)為例,綜合考慮現(xiàn)有的職業(yè)病防治政策,分析基層職業(yè)衛(wèi)生技術(shù)服務(wù)面臨的挑戰(zhàn)和機(jī)遇,提出針對(duì)性強(qiáng)的意見(jiàn)和建議。結(jié)果政策前景不容樂(lè)觀、三級(jí)防控網(wǎng)絡(luò)需完善、應(yīng)急系統(tǒng)有待加強(qiáng)、農(nóng)民工問(wèn)題較突出、職業(yè)病防治體系建設(shè)有待加強(qiáng)和公共衛(wèi)生改革迫在眉睫等組成制約基層職業(yè)衛(wèi)生服務(wù)發(fā)展的要素。只有激活職業(yè)衛(wèi)生引擎,積極適應(yīng)不同監(jiān)督管理部門(mén)的工作方式,堅(jiān)持循證職業(yè)衛(wèi)生決策,主動(dòng)發(fā)揮公益性機(jī)構(gòu)的作用,為政府職業(yè)衛(wèi)生監(jiān)督管理及時(shí)提供強(qiáng)而有力的技術(shù)支持,基層職業(yè)衛(wèi)生技術(shù)服務(wù)才能獲得長(zhǎng)遠(yuǎn)的發(fā)展。結(jié)論立足基層現(xiàn)狀和順應(yīng)政策潮流可促進(jìn)基層職業(yè)衛(wèi)生技術(shù)服務(wù)的開(kāi)展。
[Abstract]:Objective to explore the difficulties and challenges faced by the basic occupational health technical services during the transition of occupational health supervision and management departments. Methods taking Longgang District of Shenzhen City as an example, considering the existing occupational disease prevention and control policies, the challenges and opportunities faced by grass-roots occupational health technical services were analyzed, and suggestions and suggestions were put forward. Results the policy prospect is not optimistic, the three-level prevention and control network needs to be improved, the emergency system needs to be strengthened, and the problem of migrant workers is more prominent. The construction of occupational disease prevention system needs to be strengthened and public health reform is urgent. Only by activating the occupational health engine, actively adapting to the working methods of different supervision and management departments, insisting on evidence-based occupational health decisions, and giving active play to the role of public welfare organizations, Only by providing strong and powerful technical support to the supervision and management of occupational health can the technical services of occupational health at the grass-roots level be developed in the long run. Conclusion based on the current situation and the trend of policies, it can promote the development of technical services of occupational health at the grass-roots level.
