【摘要】：由于城市化進程的不斷推進,城區(qū)公共環(huán)境衛(wèi)生難題越發(fā)成為社會焦點。城區(qū)公共環(huán)境衛(wèi)生質(zhì)量不僅影響著地區(qū)經(jīng)濟的發(fā)展,更關(guān)乎居民的生活品質(zhì)。自上世紀90年代以來,各級政府和環(huán)境衛(wèi)生管理部門積極推進以市場為取向的環(huán)境衛(wèi)生管理和作業(yè)服務(wù)改革,但從大多數(shù)地區(qū)的實際情況看,環(huán)境衛(wèi)生管理仍然沿襲傳統(tǒng)的管干合一的模式運作,越來越不適應(yīng)當前綜合發(fā)展的需求。 如何低成本、高效率的提高地區(qū)公共環(huán)境衛(wèi)生服務(wù)質(zhì)量是公共管理的一大難題。近年來,公共環(huán)境衛(wèi)生服務(wù)市場化在我國被廣泛接受并推行。因地區(qū)所存在的經(jīng)濟水平、發(fā)展理念、地理位置及規(guī)模大小不同,各地區(qū)公共環(huán)境衛(wèi)生服務(wù)市場化的推進程度存在較大的差異�？傮w而言,我國基于社會主義市場經(jīng)濟體制而借鑒實行的公共環(huán)境衛(wèi)生服務(wù)市場化呈現(xiàn)出諸多問題,實現(xiàn)市場化的模式選擇至關(guān)重要。 本文基于新公共管理理論及公共服務(wù)市場化理念等探討縣域地區(qū)公共環(huán)境衛(wèi)生服務(wù)的市場化及其實現(xiàn)模式。首先,通過實地調(diào)研法對長泰縣公共環(huán)境衛(wèi)生服務(wù)市場化的現(xiàn)行情況進行研究,探討現(xiàn)行情況存在的問題并探究問題的成因。其次,運用SWOT分析法對長泰縣公共環(huán)境衛(wèi)生服務(wù)市場化發(fā)展進行優(yōu)劣態(tài)勢分析。再者,在總結(jié)、借鑒國內(nèi)外理論成果和實踐經(jīng)驗的基礎(chǔ)上,結(jié)合長泰縣地區(qū)實際探討實現(xiàn)公共環(huán)境衛(wèi)生服務(wù)市場化的模式選擇。最后提出,為實現(xiàn)長泰縣公共環(huán)境衛(wèi)生服務(wù)市場化模式,宏觀上,政府應(yīng)做好法律規(guī)制、市場培育、程序規(guī)范、質(zhì)量監(jiān)管等方面的職能；具體上,長泰縣環(huán)境衛(wèi)生管理部門應(yīng)在行政管理體制、市場化程序規(guī)范、經(jīng)費支撐機制、質(zhì)量監(jiān)管體系上建立相應(yīng)的保障。
[Abstract]:Due to the development of urbanization, the problem of urban public sanitation has become the focus of society.The quality of urban public sanitation not only affects the development of regional economy, but also relates to the quality of life of residents.Since the 1990s, governments and environmental health management departments at all levels have actively promoted market-oriented environmental health management and operational services reform, but from the actual situation in most regions,Environmental health management still follows the traditional mode of integration of management and management, which is less and less suitable for the needs of current comprehensive development.How to improve the quality of public sanitation service efficiently is a difficult problem in public management.In recent years, the marketization of public environmental health services has been widely accepted and implemented in China.The degree of marketization of public environmental health services in different regions varies greatly due to the differences in economic level, development concept, geographical location and scale.In general, the marketization of public environmental health services based on the socialist market economic system in China presents many problems, and the choice of marketization mode is very important.Based on the theory of new public management and the concept of marketization of public service, this paper discusses the marketization and realization mode of public environmental health service in county area.First of all, through the field investigation method to Changtai county public environmental health service marketization current situation research, discusses the current situation existence question and the exploration question causes.Secondly, SWOT analysis is used to analyze the market development of public environmental health service in Changtai County.Furthermore, on the basis of summing up and drawing lessons from domestic and foreign theoretical achievements and practical experience, this paper discusses the choice of mode to realize the marketization of public environmental health services in Changtai County.Finally, in order to realize the market-oriented mode of public environmental health service in Changtai County, the government should do well the functions of legal regulation, market cultivation, procedure standard, quality supervision and so on.The environmental health management department of Changtai county should establish the corresponding guarantee on the administrative system, the market-oriented procedure standard, the fund support mechanism and the quality supervision system.
