【摘要】：目的分析并完善社會組織參與艾滋病防治工作的績效指標評價體系。方法通過查閱文獻、現(xiàn)場訪談等方式收集社會組織參與艾滋病防治工作的績效指標,結(jié)合目前社會組織參與艾滋病防治工作的實際情況,形成社會組織參與艾滋病防治工作績效指標體系初稿。隨后,通過兩次德爾菲法,對指標進行進一步篩選。結(jié)果初稿確定了32個工作績效指標。參與德爾菲法調(diào)查專家共16名,其從事艾滋病防治工作平均年限17.22年,參與社會組織領(lǐng)域工作平均年限10.41年。兩輪調(diào)查的專家積極性系數(shù)均為100%(16/16);專家權(quán)威程度(Cr)介于0.71至0.94。第一輪的重要性、可獲得性及兩者綜合肯德爾和諧系數(shù)(W)分別為0.25、0.19和0.20,刪除4個指標;第二輪分別為0.36、0.26和0.34,刪除5個指標。最終確定25個指標,其中通用指標12個,高危人群干預(yù)領(lǐng)域5個,感染者和病人關(guān)懷領(lǐng)域共8個。結(jié)論通過德爾菲法最終確定的指標在理論上能夠反映目前社會組織參與艾滋病防治工作的績效情況,但指標在績效應(yīng)用中的可獲得性、真實性、實用性等情況,仍需在實踐中進一步驗證與完善。
[Abstract]:Objective to analyze and improve the evaluation system of social organizations' participation in AIDS prevention and control. According to the actual situation of social organizations participating in the prevention and treatment of AIDS, a preliminary draft of the performance indicator system of social organizations participating in the prevention and treatment of AIDS was formed. Subsequently, the Delphi method was adopted twice. The first draft of the results identified 32 job performance indicators. A total of 16 experts participated in the Delphi method, and the average working life of AIDS prevention and control was 17.22 years. The average number of years of participation in the field of social organization was 10.41 years. The positive coefficient of experts in both rounds was 100 to 16 / 16. The degree of authority of experts ranged from 0.71 to 0.94.The importance of the first round, The Kendall harmony coefficient (WW) of the two groups was 0.250.19 and 0.20, respectively, with the deletion of 4 indicators, the second round of 0.36, 0.26 and 0.34, respectively, and the deletion of 5 indicators. 25 indicators were determined, of which 12 were universal and 5 were in the intervention field of high-risk population. Conclusion the indicators determined by Delphi method can theoretically reflect the current performance of social organizations in AIDS prevention and treatment, but the indicators are available and true in the performance application. Practicability and so on, still need to be further verified and consummated in practice.
