廣東省Y公立醫(yī)院發(fā)展戰(zhàn)略研究

近年來(lái),隨著醫(yī)療改革的深入,公立醫(yī)院面臨激烈的醫(yī)療行業(yè)競(jìng)爭(zhēng),同時(shí)私營(yíng)和外資醫(yī)院的持續(xù)發(fā)展,不斷對(duì)公立醫(yī)院的現(xiàn)有地位造成沖擊。于此同時(shí),醫(yī)療改革也帶來(lái)巨大的機(jī)遇。醫(yī)院如何在激烈的醫(yī)療行業(yè)競(jìng)爭(zhēng)中,建立危機(jī)意識(shí),不斷挖掘醫(yī)院自身發(fā)展?jié)摿?持續(xù)提升競(jìng)爭(zhēng)優(yōu)勢(shì),履行好各項(xiàng)職責(zé),成為公立醫(yī)院管理者的管理重點(diǎn)。在這樣的背景下,戰(zhàn)略管理作為一種使醫(yī)院更好地適應(yīng)外部環(huán)境變化,有效提升醫(yī)院核心競(jìng)爭(zhēng)力的管理工具,正在被廣泛的運(yùn)用。本研究采用案例分析法,在實(shí)地調(diào)研的基礎(chǔ)上,回顧分析戰(zhàn)略管理理論以及公立醫(yī)院戰(zhàn)略管理的相關(guān)研究情況。文章通過應(yīng)用PEST與SWOT模型全面分析與總結(jié)Y醫(yī)院面臨的機(jī)遇與挑戰(zhàn),歸納與分析醫(yī)院的優(yōu)勢(shì)和劣勢(shì),并提出了Y醫(yī)院的具體戰(zhàn)略目標(biāo)。通過文獻(xiàn)與資料綜合分析,確定Y醫(yī)院的總體發(fā)展戰(zhàn)略為“華南第一,國(guó)內(nèi)一流、國(guó)際知名的國(guó)家級(jí)區(qū)域性醫(yī)學(xué)中心”的戰(zhàn)略目標(biāo),并描述實(shí)現(xiàn)戰(zhàn)略目標(biāo)的三個(gè)階段,同時(shí)詳細(xì)闡述為實(shí)現(xiàn)戰(zhàn)略目標(biāo)采取的九大措施,如優(yōu)化管理模式與實(shí)施精細(xì)化管理、加快醫(yī)院基礎(chǔ)建設(shè)與信息化進(jìn)程、集中優(yōu)勢(shì)資源,打造一體化大學(xué)科平臺(tái)、提升醫(yī)療服務(wù)意識(shí)與質(zhì)量、完善人才梯隊(duì)建設(shè)、深化教學(xué)改革與科學(xué)研究等措施建議。
