【摘要】：目的:研究1949年后我國(guó)麻醉藥品與精神藥品(以下簡(jiǎn)稱麻精藥品)管制歷程及現(xiàn)狀,為我國(guó)麻精藥品管制工作的完善提供依據(jù)。方法:檢索收集國(guó)內(nèi)外數(shù)據(jù)庫(kù)、新聞報(bào)道、相關(guān)網(wǎng)站中與我國(guó)麻精藥品相關(guān)的文獻(xiàn)、報(bào)道與政策等,對(duì)1949年后我國(guó)麻精藥品管制歷程及現(xiàn)狀進(jìn)行整理分析。結(jié)果與結(jié)論:我國(guó)麻醉藥品和精神藥品的管制起步于1950年原衛(wèi)生部下發(fā)的《管理麻醉藥品暫行條例》,在先后頒布了《麻醉藥品管理?xiàng)l例》《藥品管理法》等后,經(jīng)歷了從無(wú)法可依到有法可循、從行政管制為主導(dǎo)到法制化管制變化的過程。麻醉藥品和精神藥品逐漸實(shí)現(xiàn)統(tǒng)一、系統(tǒng)的管制,法規(guī)層級(jí)由部門行政規(guī)章提高到國(guó)家行政法規(guī)。目前,我國(guó)以2005年頒布的《麻醉藥品和精神藥品管理?xiàng)l例》為管制依據(jù),2013年版麻醉藥品和精神藥品目錄為管制對(duì)象,由衛(wèi)生部門、農(nóng)業(yè)部門、交通部門等部門配合國(guó)家食品藥品監(jiān)督管理總局開展管制工作。
[Abstract]:Objective: to study the course and present situation of the control of narcotic drugs and psychotropic drugs in China after 1949, and to provide the basis for the improvement of the control of narcotic drugs in China. Methods: to search and collect domestic and foreign databases, news reports, related documents, reports and policies of Chinese ephedrine drugs, and to analyze the course and current situation of Chinese ephedrine drugs control after 1949. Results & conclusion: the control of narcotic drugs and psychotropic substances in China started in 1950, when the Ministry of Health issued the "interim regulations on the Administration of Narcotic drugs", and after the promulgation of the "regulations on the Administration of Narcotic drugs", "the Drug Administration Law", etc. It has gone through the process from being unable to follow the law to having the law to follow, from the administrative control to the rule of law. Narcotic drugs and psychotropic drugs are gradually unified, systematic control and regulatory levels are raised from departmental administrative regulations to national administrative regulations. At present, our country is based on the regulations governing Narcotic drugs and psychotropic substances promulgated in 2005, and the 2013 edition of the Directory of Narcotic drugs and psychotropic substances is the subject of control, with the health sector, the agricultural sector, Transportation departments and other departments cooperate with the State Administration of Food and Drug Administration to carry out control work.
