【摘要】：目的:研究英國管制藥品的管制歷程及現(xiàn)狀,為我國麻醉藥品和精神藥品管制提供依據(jù)。方法:通過檢索收集國內外數(shù)據(jù)庫、新聞報道、國際網(wǎng)站中有關英國管制藥品的文獻、報道與政策等,對英國管制歷程及現(xiàn)狀進行整理研究。結果與結論:英國對管制藥品的管制始于1868年的《藥房法》,是國際上最早通過立法方式進行管制的國家。隨后,英國先后頒布了《羅倫斯頓報告》和2份《布萊恩報告》,建立并完善了獨特的"英國體系",最終形成了公共衛(wèi)生防治與司法懲治相結合的"雙管齊下"管制方式。目前,管制藥品在《藥品濫用法案》的基礎上,由內政部下屬的藥品濫用咨詢委員會、嚴重有組織犯罪局和國家藥品濫用治療機構進行分類管制。
[Abstract]:Objective: to study the control process and present situation of controlled drugs in England and to provide evidence for the control of narcotic drugs and psychotropic substances in China. Methods: through searching and collecting the literature, reports and policies of the controlled drugs in England, the course and current situation of the control in England were studied. Results & conclusion: the control of controlled drugs in Britain began with the Pharmacy Act of 1868 and was the first country to regulate by way of legislation in the world. Subsequently, Britain promulgated the Rorenston report and two Blaine reports, which established and perfected the unique "British system", and finally formed a "two-pronged" mode of regulation combining public health prevention and judicial punishment. At present, drug control is based on the Drug abuse Act, classified by the Drug abuse Advisory Committee under the Ministry of the Interior, the serious organized Crime Bureau and the State Drug abuse treatment Agency.
