【摘要】：隨著《禁毒法》的頒布實(shí)施,毒品犯罪的打擊力度越來(lái)越大,但禁毒形勢(shì)依然十分嚴(yán)峻,毒品呈現(xiàn)出從城鎮(zhèn)向農(nóng)村蔓延的趨勢(shì),農(nóng)村籍吸毒人數(shù)快速上升,并超過(guò)城鎮(zhèn)籍吸毒人數(shù),在整個(gè)吸毒人群中占比60%以上,因此研究農(nóng)村籍強(qiáng)戒人員的有效戒毒方法是當(dāng)前禁毒戒毒工作的重要途徑,而目前正當(dāng)我國(guó)新農(nóng)村建設(shè)迅速發(fā)展,前景光明,最需要人才力量的時(shí)候,如何有效降低農(nóng)村吸毒人員的重新違法犯罪率,教育、矯治他們掌握本領(lǐng)、投入農(nóng)村建設(shè)中,更是具有極大社會(huì)意義的重要課題。本文率先關(guān)注農(nóng)村社會(huì)發(fā)展與戒毒的重要關(guān)系,以我國(guó)首批承擔(dān)強(qiáng)制隔離戒毒職責(zé)的兩個(gè)強(qiáng)制隔離戒毒所作為調(diào)研基地,通過(guò)對(duì)強(qiáng)制隔離戒毒所在農(nóng)村籍強(qiáng)戒人員中開(kāi)展的科技教育及其產(chǎn)生的實(shí)際效果進(jìn)行客觀分析,為強(qiáng)制隔離戒毒所進(jìn)一步完善、健全科技教育提出合理化建議,幫助農(nóng)村籍強(qiáng)戒人員有效實(shí)現(xiàn)身心脫毒,順利地融入社會(huì)開(kāi)始新生活,為新農(nóng)村建設(shè)消除隱患,挽救人才,同時(shí)也為戒毒工作準(zhǔn)確定位攻尖克難目標(biāo)提供有效依據(jù),為戒毒工作的進(jìn)一步完善提供可行依據(jù)。 本文分五個(gè)部分,主要通過(guò)抽樣100名農(nóng)村籍強(qiáng)戒人員組成實(shí)驗(yàn)組,在入所時(shí)對(duì)其進(jìn)行全面測(cè)量,收集測(cè)量結(jié)果形成原始樣本數(shù)據(jù),一年后對(duì)科技教育產(chǎn)生的戒毒成果進(jìn)行檢驗(yàn),并分析對(duì)策。著重介紹了調(diào)研基地的現(xiàn)實(shí)狀況,基地農(nóng)村籍強(qiáng)戒人員接受科技教育的情況,分析了各類科技教育產(chǎn)生的實(shí)際效果,為農(nóng)村籍強(qiáng)制隔離戒毒人員的教育矯治策略完善作出了可行建議。
[Abstract]:With the promulgation and implementation of the Drug Control Law, the crackdown on drug-related crimes has become more and more intense, but the situation of drug control is still very serious. Drugs are spreading from cities and towns to rural areas. The number of drug users in rural areas is rising rapidly. And more than the number of urban drug users, accounting for more than 60% of the total number of drug users. Therefore, to study effective drug treatment methods for rural people with strong abstinence is an important way for current drug control and detoxification work, while the construction of new rural areas in our country is developing rapidly. When the prospects are bright and talent is most needed, how to effectively reduce the crime rate of drug addicts in rural areas, educate them, correct them to master their skills, and put them into rural construction, This paper takes the lead in paying attention to the important relationship between rural social development and detoxification, and takes the first two compulsory isolation detoxification centers in our country as research bases. Through the objective analysis of the scientific and technological education carried out among the strong abstinence and abstinence personnel in the rural areas in the compulsory isolation treatment center and its practical effect, the paper puts forward some reasonable suggestions for the further perfection and improvement of the science and technology education in the compulsory isolation detoxification center. To help rural strong abstinence personnel to effectively realize physical and mental detoxification, to integrate smoothly into the society to start a new life, to eliminate hidden dangers in the construction of new countryside, to save talents, and to provide an effective basis for the work of detoxification to accurately locate the goal of attacking the top and the hard ones. To provide a feasible basis for the further improvement of detoxification. This article is divided into five parts, mainly through the sampling of 100 rural strong precepts to form the experimental group, when entering the institute to carry out a comprehensive measurement, collect the measurement results to form the original sample data, After one year, the results of detoxification from science and technology education were tested, and the countermeasures were analyzed. The actual situation of the research base, the situation of receiving science and technology education by the strong abstinence personnel in rural areas, and the actual effect of all kinds of science and technology education were analyzed. Some feasible suggestions were made for the improvement of education and treatment strategy of rural compulsory isolation drug addicts.
