【摘要】：基層獸醫(yī)服務是動物防疫工作中最重要的環(huán)節(jié),決定了動物疫病防控工作的最終成效。當前,我國縣級及以下政府獸醫(yī)機構和各種市場獸醫(yī)服務主體組成了較為完備了基層獸醫(yī)服務體系,通過提供有效的獸醫(yī)服務為保障我國畜牧業(yè)健康發(fā)展和公共衛(wèi)生安全作出了巨大貢獻。但與此同時,基層獸醫(yī)服務體系面臨官方機構人才隊伍、經(jīng)費保障、基礎設施與工作實際不相適應的條件制約,市場化獸醫(yī)服務主體發(fā)展緩慢、服務質量亟待改善的現(xiàn)狀,以及千家萬戶散養(yǎng)和畜禽全國大流通帶來的動物疫病防控緊迫形勢,加快推動建設完善我國獸醫(yī)服務體系勢在必行。本文是作者通過對我國獸醫(yī)服務歷史情況、當前基層獸醫(yī)服務體系發(fā)展現(xiàn)狀和國外獸醫(yī)服務先進經(jīng)驗進行文獻研究、實地考察座談、問卷調查、分析總結,提出符合中國國情的基層獸醫(yī)服務體系建設的措施與對策。共分五個部分:第一部分:對獸醫(yī)服務的內涵與屬性等理論基礎進行了背景研究,分析了國內外基層獸醫(yī)服務需求。第二部分:梳理了我國改革開放三十多年來,基層獸醫(yī)服務在我國社會、經(jīng)濟環(huán)境影響下,在獸醫(yī)工作大政方針的指導引領下,取得的階段性成果�？偨Y出基層獸醫(yī)隊伍是履行獸醫(yī)公益職能和技術推廣的主力軍,適合采取承擔公共服務與個體經(jīng)營服務相結合的服務模式等歷史經(jīng)驗。第三部分:我國基層獸醫(yī)服務現(xiàn)狀研究。首先,分析了政府提供的基層獸醫(yī)公共服務和各方主體開展的獸醫(yī)市場化服務現(xiàn)狀和問題。其次,以全國較有代表性的防疫有限責任公司、個人獨資或合伙企業(yè)、專業(yè)防疫合作社、非盈利機構等新型獸醫(yī)服務主體與模式為例,介紹了服務主體運行概況、政府扶持與考核監(jiān)管情況、收入分配模式,論述了不同組織形態(tài)和模式提高防疫員收入、穩(wěn)定防疫隊伍、通過政府購買服務機制促進防疫主體責任回歸養(yǎng)殖者、強化考核使動物疫病防控效果提升、防疫員組織化程度提高從而降低政府管理成本等先進性,并剖析了推廣難點。最后介紹了民營科研診療機構、飼料獸藥公司、專業(yè)養(yǎng)殖合作組織與龍頭企業(yè)、獸醫(yī)托管公司的業(yè)務概況與服務模式。第四部分:國外基層獸醫(yī)服務經(jīng)驗借鑒及啟示。以科學健全的法律和動物疫病防控體系、有力的財政支撐、切實經(jīng)濟的防控措施、規(guī)范的行業(yè)管理為切入點論述了美國獸醫(yī)公共服務的經(jīng)驗啟示,介紹了美國執(zhí)業(yè)獸醫(yī)市場化服務概況以及托管公司的發(fā)展背景與服務方式。并以歐盟重大動物疫病預警體系、追溯體系和澳大利亞社會獸醫(yī)主體力量為例,介紹了其他發(fā)達國家獸醫(yī)服務的先進經(jīng)驗。第五部分:提出我國基層獸醫(yī)服務體系的發(fā)展建議。在加強基層獸醫(yī)公共服務體系建設方面,一是結合中國國情與獸醫(yī)工作實際建立內容全面、明確具體、可操作性強的法律法規(guī)體系;二是捋順體制、改善機制,繼續(xù)加強基層鄉(xiāng)鎮(zhèn)獸醫(yī)機構改革、恢復鄉(xiāng)鎮(zhèn)獸醫(yī)站,強化鄉(xiāng)鎮(zhèn)站公益職能、推廣政府購買獸醫(yī)公共服務機制,強化監(jiān)管,嚴格依法辦事;三是在財政投入上,加大對新型基層獸醫(yī)服務模式的重點扶持、增加投入總量、調整投入結構、引入市場機制,進一步健全財政保障機制。在促進基層獸醫(yī)市場化服務體系健康發(fā)展方面,一是因地制宜引導建立承接公共獸醫(yī)服務的市場化基層獸醫(yī)服務主體,加大政策扶持,推動其能力提升;二是從助推基層傳統(tǒng)獸醫(yī)診療主體轉型、鼓勵創(chuàng)立新型獸醫(yī)服務模式和實體、充分發(fā)揮協(xié)會等非盈利機構的行業(yè)管理作用三方面探討了如何積極培育其他獸醫(yī)市場化服務主體。

The fifth part: put forward the development proposal of the grass-roots veterinarian service system in our country.
