【摘要】：三網(wǎng)融合的出現(xiàn)起源于技術(shù)的發(fā)展與進步,但是其影響和意義已經(jīng)遠遠超過了技術(shù)進步的范疇,涉及到經(jīng)濟、政治、文化乃至國家競爭力塑造等方面。在我國,三網(wǎng)融合多次被寫入國家十五發(fā)展規(guī)劃綱要中,是推進我國信息化發(fā)展的重點建設(shè)項目。有線電視網(wǎng)絡(luò)作為傳統(tǒng)的廣播電視信號傳輸企業(yè),在其市場化和產(chǎn)業(yè)化發(fā)展尚不充分的狀態(tài)下,作為三網(wǎng)成員之一,被推到了三網(wǎng)融合戰(zhàn)略發(fā)展中的核心位置。在三網(wǎng)融合背景下,有線電視網(wǎng)與電信網(wǎng)、互聯(lián)網(wǎng)一樣,在技術(shù)體系、業(yè)務(wù)形態(tài)、組織管理、人才結(jié)構(gòu)等方面發(fā)生著一系列的變革,有線電視網(wǎng)絡(luò)傳輸能力得到提高,業(yè)務(wù)形態(tài)更加豐富,同時其行業(yè)壟斷的優(yōu)勢也在逐步喪失,面臨著日益激烈的競爭和嚴(yán)峻的挑戰(zhàn)。江蘇省廣電有線信息網(wǎng)絡(luò)股份有線公司(以下簡稱“江蘇有線”)是全國有線電視用戶規(guī)模最大的有線電視運營商,也是三網(wǎng)融合試點單位之一。她的三網(wǎng)融合轉(zhuǎn)型實踐是在省委、省政府的主導(dǎo)下,以企業(yè)為主體進行的。在這一過程中,其分散的組織結(jié)構(gòu)、業(yè)務(wù)支撐平臺的不統(tǒng)一、缺乏創(chuàng)新的人才管理機制以及日漸淡化的企業(yè)文化等問題制約著企業(yè)的發(fā)展與轉(zhuǎn)型,江蘇有線如何在數(shù)字化紅利逐步消失、三網(wǎng)融合競爭加劇、企業(yè)轉(zhuǎn)型發(fā)展壓力倍增的復(fù)雜環(huán)境下,實現(xiàn)快速轉(zhuǎn)型和可持續(xù)發(fā)展變得愈發(fā)重要。本文對江蘇有線在三網(wǎng)融合背景下的組織運行現(xiàn)狀進行分析,通過一系列的變革策略設(shè)計,為江蘇有線實施有效的組織變革措施、應(yīng)對激烈的市場競爭提供決策和參考。本文將組織變革理論、組織變革模型理論、三網(wǎng)融合研究作為課題研究的理論基礎(chǔ),采用文獻回顧、案例分析、訪談、經(jīng)驗總結(jié)等研究方法。首先,分析三網(wǎng)融合發(fā)展現(xiàn)狀。選取了具有代表性的美國、英國和日本三個國家分析他們?nèi)W(wǎng)融合成功的經(jīng)驗,特別是對美國有線電視運營商在三網(wǎng)融合進程中的發(fā)展經(jīng)驗進行了總結(jié);在對我國三網(wǎng)融合現(xiàn)狀介紹中,主要對試點方案、融合現(xiàn)狀進行了總結(jié);對有線電視網(wǎng)絡(luò)三網(wǎng)融合現(xiàn)狀主要是從用戶發(fā)展、業(yè)務(wù)發(fā)展、上市公司三個方面介紹的。其次,分析江蘇有線現(xiàn)狀、存在的問題、變革的必要性以及變革的動力和阻力,以此為基礎(chǔ),提出符合江蘇有線組織變革的路徑和舉措。最后,運用組織變革模型理論,設(shè)定江蘇有線組織變革的目標(biāo)及路徑,從辦公環(huán)境、企業(yè)文化、組織結(jié)構(gòu)、技術(shù)、人才管理五個方面提出組織變革的具體策略。為了保障組織變革行動能夠順利實施,在文章的結(jié)尾提出了組織變革實施的保障措施。本文以江蘇有線為研究對象,最終得出創(chuàng)新企業(yè)文化建設(shè)、完善公司治理結(jié)構(gòu)、加大技術(shù)支撐平臺建設(shè)、提高資本運作能力、注重人才引進與培養(yǎng)是江蘇有線進行組織變革的有效途徑。江蘇有線作為全國有線電視網(wǎng)絡(luò)行業(yè)領(lǐng)跑者,實施應(yīng)對三網(wǎng)融合發(fā)展有效的組織變革,也可為全國兄弟省份有線電視網(wǎng)絡(luò)公司開展三網(wǎng)融合業(yè)務(wù)提供有利的借鑒。
[Abstract]:The emergence of triple play originated from the development and progress of technology, but its influence and significance has far exceeded the scope of technological progress, involving economic, political, cultural and even national competitiveness shaping and so on. CATV network, as a traditional broadcasting and television signal transmission enterprise, has been pushed to the core position in the development of the three networks integration strategy under the condition of insufficient market and industrialization. Under the background of the three networks integration, CATV network, like telecommunication network and Internet, is in the technical system. A series of changes have taken place in the form of business, organization and management, and the structure of talents. The transmission capacity of cable TV network has been improved, and the business forms have become more abundant. Meanwhile, the advantages of monopoly in the industry have been gradually lost. Jiangsu Radio and Television Cable Information Network Co., Ltd. (to) Jiangsu Cable is one of the largest cable TV operators in China and one of the pilot units of triple play. The lack of innovative talent management mechanism and the fading corporate culture restrict the development and transformation of enterprises. How to realize rapid transformation and sustainable development is becoming more and more important under the complex environment of digital dividend gradually disappearing, triple play competition intensifying and enterprise transformation and development pressure multiplying. This paper analyzes the current situation of the organization operation of Jiangsu Cable under the background of triple play, through a series of reform strategy design, provides decision-making and reference for Jiangsu Cable to implement effective organizational reform measures and cope with fierce market competition. On the basis of the research, the paper adopts the methods of literature review, case analysis, interview, experience summary and so on. First, it analyzes the current situation of triple play. This paper summarizes the current situation of China's triple play, mainly on the pilot scheme, the status quo of integration are summarized; the status quo of cable television network triple play is mainly introduced from three aspects: user development, business development, listed companies. Secondly, analysis of the status quo of Jiangsu cable, the existing problems, the necessity of change and the momentum of change. On the basis of force and resistance, this paper puts forward the paths and measures that accord with the reform of Jiangsu cable organization. Finally, it sets the goals and paths of Jiangsu cable organization reform by using the theory of organizational change model, and puts forward the specific strategies of organizational change from five aspects: office environment, enterprise culture, organizational structure, technology and talent management. At the end of the article, the author puts forward the safeguard measures for the implementation of organizational change. Taking Jiangsu Cable as the research object, this paper concludes that Jiangsu Cable will organize itself by innovating the construction of enterprise culture, perfecting the corporate governance structure, strengthening the construction of technology support platform, improving the operation ability of capital and emphasizing the introduction and cultivation of talents. Jiangsu Cable, as the national leader in the cable TV network industry, implements effective organizational changes to deal with the development of triple play, which can also provide beneficial reference for other provincial cable TV network companies to carry out triple play.
