【摘要】：本文以開放數(shù)據(jù)晴雨表為依據(jù),采用定量分析的方法從準(zhǔn)備度、執(zhí)行度、影響力三個(gè)評估指標(biāo)的角度分析我國政府?dāng)?shù)據(jù)開放現(xiàn)狀,總結(jié)已有成果和問題。研究發(fā)現(xiàn)我國準(zhǔn)備度尚可,尤其是地方政府行動(dòng)表現(xiàn)突出,但執(zhí)行度和影響力目前還比較落后,數(shù)據(jù)集的開放程度不高,政府?dāng)?shù)據(jù)開放對政治、社會、經(jīng)濟(jì)的影響不足。根據(jù)量化分析的評估結(jié)果,本文從準(zhǔn)備度、執(zhí)行度兩個(gè)視角具體探究我國政府?dāng)?shù)據(jù)開放的提升路徑,并結(jié)合開放數(shù)據(jù)晴雨表的指標(biāo)關(guān)聯(lián)性特征計(jì)算提升后的預(yù)期結(jié)果。兩個(gè)視角的提升路徑均有實(shí)踐意義,可以結(jié)合我國國情和現(xiàn)狀進(jìn)行選擇,本文采用比較分析的方法對兩種提升路徑的選取方向、特點(diǎn)和優(yōu)勢進(jìn)行了比較,并對我國政府?dāng)?shù)據(jù)開放的進(jìn)一步提升提出了建議。
[Abstract]:Based on the barometer of open data, this paper uses quantitative analysis method to analyze the current situation of data openness in China from the angles of preparation, execution and influence, and summarizes the existing achievements and problems. It is found that the degree of preparation in our country is good, especially the action of local government is outstanding, but the degree of execution and influence is still relatively backward at present, the opening degree of data set is not high, and the influence of government data openness on politics, society and economy is insufficient. According to the evaluation results of quantitative analysis, this paper explores the path of government data openness from two angles of preparation and execution, and calculates the expected results after the increase by combining the index correlation characteristics of open data barometer. The promotion path of the two perspectives is of practical significance and can be selected according to the national conditions and the present situation of our country. This paper uses the method of comparative analysis to compare the selection direction, characteristics and advantages of the two paths. Some suggestions are put forward for the further improvement of our government data opening.
