【摘要】：國家高度重視科技成果信息發(fā)布工作,但實(shí)踐中存在信息發(fā)布合法性、科技成果權(quán)屬確定、科技成果信息發(fā)布侵權(quán)責(zé)任等風(fēng)險(xiǎn),制約了科技成果信息發(fā)布的效果與效率。文章在深入討論科技成果信息發(fā)布的風(fēng)險(xiǎn)成因的基礎(chǔ)上,從科技成果信息平臺(tái)政策制定、能力建設(shè)、注意義務(wù)履行、相關(guān)制度建立等方面提出風(fēng)險(xiǎn)管理的策略。
[Abstract]:The state attaches great importance to the publication of scientific and technological achievements, but in practice there are some risks, such as the legitimacy of information release, the right of ownership of scientific and technological achievements, and the tort liability of scientific and technological achievements, which restrict the effectiveness and efficiency of the publication of scientific and technological achievements.On the basis of deeply discussing the risk causes of the information release of scientific and technological achievements, this paper puts forward the strategies of risk management from the aspects of policy making, capacity building, paying attention to the fulfillment of obligations and the establishment of relevant systems.
