【摘要】：在我國改革開放以后,各級廣播電視臺相繼采取了“事業(yè)單位企業(yè)化管理”的運營模式,也就是由“行政化管理”逐漸過渡為“企業(yè)化管理”,而在人力資源管理方面也開始從傳統(tǒng)的人事管理轉(zhuǎn)變?yōu)楝F(xiàn)代化人力資源管理。近幾年來,國家正在加快文化產(chǎn)業(yè)發(fā)展,推進(jìn)事業(yè)單位體制改革,陜西廣播電視臺作為事業(yè)單位中的一員,在市場經(jīng)濟愈演愈烈的情況下,積極響應(yīng)國家的改革號召,不可避免的進(jìn)入了改革的大潮中。本文以陜西廣播電視臺作為研究案例,深入分析其績效管理情況,并找出管理過程中存在的問題,然后提出具有針對性的績效管理措施和建議。本文主要運用了案例分析法、問卷調(diào)查法和文獻(xiàn)分析法進(jìn)行論文的撰寫。本文以提出問題、分析問題、解決問題為研究思路,在全面闡述績效管理的概念及相關(guān)理論之后,明確陜西廣播電視臺在績效考核體系中存在的問題及其成因。根據(jù)這些問題及成因,歸納有關(guān)數(shù)據(jù)資料,展開深入分析,結(jié)合激勵理論、績效管理理論以及360度反饋等理論,制定出新的符合陜西廣播電視臺特點的績效考核體系,以員工績效管理改革為手段,提出了一系列保障該體制可以順利實行的方法和措施,提高陜西廣播電視臺的對外競爭能力和員工的工作積極性。
[Abstract]:After China's reform and opening up, radio and television stations at all levels have adopted the operation mode of "enterprise management of public institutions" one after another, that is, from "administrative management" to "enterprise management".In the aspect of human resource management, the traditional personnel management has been transformed into modern human resource management.In recent years, the state is speeding up the development of the cultural industry and promoting the institutional reform of public institutions. As a member of the public institutions, Shaanxi Radio and Television has responded positively to the state's call for reform in the face of a growing market economy.Inevitably entered the tide of reform.This paper takes Shaanxi Radio and Television Station as a case study, deeply analyzes its performance management situation, and finds out the problems existing in the process of management, and then puts forward targeted performance management measures and suggestions.This paper mainly uses case analysis, questionnaire and literature analysis to write the paper.In this paper, put forward the problem, analyze the problem, solve the problem as the research train of thought, after the comprehensive elaboration of the concept of performance management and related theories, make clear the problems and their causes in the performance appraisal system of Shaanxi radio and television station.According to these problems and their causes, the paper summarizes the relevant data and materials, carries out in-depth analysis, combines incentive theory, performance management theory and 360-degree feedback theory, and formulates a new performance appraisal system that conforms to the characteristics of Shaanxi Radio and Television Station.By means of employee performance management reform, this paper puts forward a series of methods and measures to ensure that the system can be carried out smoothly, so as to improve the external competition ability of Shaanxi Radio and Television Station and the work enthusiasm of employees.
