【摘要】：正信息傳播技術(shù)每一次更新都會改變公眾獲取信息的方式和習(xí)慣,更會對現(xiàn)有制度所維護(hù)的利益秩序提出挑戰(zhàn)。三網(wǎng)融合技術(shù)在我國的出現(xiàn)以及三網(wǎng)融合在我國的推行,帶來的是廣播電視網(wǎng)、電信網(wǎng)、互聯(lián)網(wǎng)在業(yè)務(wù)和服務(wù)層面的相互進(jìn)入與滲透,尤其是網(wǎng)絡(luò)廣播的出現(xiàn)及繁榮,不僅帶來了盜播活動更加猖獗,更打破了傳統(tǒng)廣播電視與電信、傳統(tǒng)廣播電視與視頻網(wǎng)站之間原有的利益格局。在這種新的業(yè)態(tài)下,無論國內(nèi)還是國外,廣播組織的權(quán)利保護(hù)力有不
