美國語言政策及其對中國向國際推廣漢語的啟示

  語言政策是組織、管理、操縱語言行為的主要機制,既可能是政府法律條文也可能是某地區(qū)長期以來形成的傳統(tǒng)文化。語言傳播政策指設法向人們或區(qū)域傳播自己語言的政策。語言傳播和推廣對增強國家的綜合國力具有重要意義。在本研究中,語言生態(tài)理論為語言傳播和推廣的研究提供了哲學基礎,語言經濟理論則為對語言推廣的必要性提供了經濟學基礎。一方面,語言和文化多樣性是人類社會的基本特征也是人類的共同遺產,每個國家都有責任保護并推廣自己的語言。另一方面,一個國家的語言地位在國際社會上的提高將會給這個國家?guī)聿豢晒懒康睦娉藥砭薮蟮慕洕嬉酝?如文化將得到傳播和發(fā)揚、“軟實力”將持續(xù)增強等等。因此語言的傳播和推廣不僅是各國保護人類文明的共同責任,也是各國迎接經濟全球化挑戰(zhàn)的重要策略。本文將以分析和研究美國英語和美國政策的歷史為基礎,得出美國語言政策“維護英語中心地位,排擠其他語言”的特點,并提出美國的語言政策實質上是向國內和國外傳播和推廣美語的政策。從語言生態(tài)學的角度看,美國的語言政策損害了其他語言的發(fā)展,破壞了語言生態(tài)環(huán)境的平衡,甚至有些研究者認為美語的推廣是美國文化霸權的一種形式,以方便美國向全世界擴張或改...
