【摘要】：從國家的十二五規(guī)劃，到坎昆世界氣候大會，全球都在說一個問題，就是全球氣候變暖，環(huán)境惡化，而創(chuàng)造一個節(jié)約型社會，一個環(huán)保、可持續(xù)發(fā)展的社會，成為中國乃至全球都要面臨的問題。能源、資源的短缺會成為中國國家經(jīng)濟發(fā)展的重要障礙，如何以一個和諧、可持續(xù)發(fā)展的眼光去看待未來的房地產發(fā)展，如何用高效、集約化的方式進行房地產開發(fā)，成為我們未來房地產開發(fā)的重要課題，而住宅的精裝修一體化可以解決房地產開發(fā)的許多資源浪費問題，包括策劃資源、設計資源、施工資源、部品資源、維護資源等各個方面。 從最終的住戶角度來說，隨著人們生活水平的不斷提高，個體的消費維權意識也在不斷提高，除了“居者有其屋”之外，舒適性、人性化等的生活標準也不斷的在更新和增加，國家對于住宅的質量安全等各個方面也會有新的標準來衡量，如何適應市場、政府等方面的更高、更新的要求會成為我們未來設計工作的重點和難點。同時，從2009年10月1日開始，上海無論從毛胚房、精裝修房，，強制實施住宅分戶質量驗收標準，即“一戶一驗標準”，因此帶來的質量問題也會更全面，更完整，帶來的質量投訴也會更多。上海在進行國際大都市的建設，隨著整體國際形象的提高，國際化的人才、資源也會不斷涌入，創(chuàng)造一個國際化標準的居住環(huán)境，也會成為上海未來的發(fā)展目標，也是房地產開發(fā)層面需要面臨的問題，我們需要不斷的進行開發(fā)、設計、運營環(huán)節(jié)的研究，提高整體產業(yè)鏈的“制造效率、制造質量”成為我們的重要使命。 因此，設計流程的編制目的主要有如下的三個目的：1.引導住宅開發(fā)流程的合理化，高效化，節(jié)約化，提倡綠色GDP的國家號召，推動房地產建筑行業(yè)的節(jié)約型開發(fā)；2.監(jiān)督房地產全裝修產品的開發(fā)流程，明確開發(fā)各環(huán)節(jié)各責任主體及連帶責任主體的權利和義務，保證全裝修產品的最終質量；3.廣大的產品終端客戶提供高質量的全裝修住宅產品，滿足廣大消費者的基本質量需求，提高消費者的產品滿意度，創(chuàng)造和諧社會。 作為整個產業(yè)鏈的幾個主要角色，即開發(fā)商、設計機構、工程施工機構、材料部品機構都應該從這個設計流程中去了解自身的工作任務，將自身的工作任務拆解、安排進整個流程中，將工作的重點分階段實施，形成各個角色機構的分項目標:1.主導住宅開發(fā)流程的合理化，高效化，節(jié)約化，降低開發(fā)成本，提升項目開 發(fā)品質；--開發(fā)商；2.執(zhí)行開發(fā)流程的合理化標準，提高全行業(yè)的規(guī)范化的運行，標準化運行；-- 設計機構；3.保證施工項目的進度有效控制，減少返工工作量，提高住宅全裝修產品的內 部外部質量；--工程施工機構；4.推廣住宅產品的生活功能合理化，提倡有效，有序，有利的使用住宅產品材 料及設備；--材料部品分包機構 本流程的介紹，主要是基于設計機構層面的環(huán)節(jié)、技術介紹，但是我們希望站在開發(fā)流程的角度去理解這一流程，因為設計不是一個獨立、封閉的程序，它涉及方方面面的因素，因此需要考慮各個環(huán)節(jié)的條件、成果、決策、執(zhí)行、調整等等情況，我們希望它成為一個基于設計為核心，涵蓋各種因素的完整的設計軸線，幫助我們去了解全裝修住宅設計中需要處理關鍵問題，關鍵因素，以及設計上要處理的方方面面的細節(jié)問題。

At the same time, from the beginning of October 1, 2009, Shanghai from the rough housing, the housing refined decoration, strong implementation of the system of household quality acceptance criteria, namely "one household one standard" therefore, quality problems will be more comprehensive, more complete, the quality complaints will be more. Therefore, the purpose of construction design process has three main purposes are as follows: 1. reasonable guide residential development process, high efficiency, saving, promote the green GDP national call to promote economic development in real estate construction industry; development process supervision 2. real estate decoration products, the development of clear rights and obligations link the main responsibility and joint liability subject, ensure the quality of the entire decoration products; the 3. terminal products customers to provide high quality residential decoration products, meet the basic quality requirements of consumers, to improve consumer satisfaction, to create a harmonious society.
