HS傳媒集團資金集中管理研究

【摘要】:HS傳媒集團是一家經(jīng)營中國移動電視的集團公司,經(jīng)過六年多的運作,目前已建成覆蓋中國20多個大型城市地區(qū)的移動電視網(wǎng)絡(luò),移動電視覆蓋率達到70%以上,成功從一個區(qū)域性的廣告公司發(fā)展成為一個全國性的媒體集團。HS傳媒集團的發(fā)展得到了風險投資商的充分肯定,大量風險資金的引入,加快了HS傳媒集團全國拓展與資源整合的步伐。而關(guān)于資金的有效管理及暴露出的問題也日益突出。集團的資金管理采用分散式管理模式,資金由各全資子公司自行管理,由于資金管理分散,集團難以實時控制集團整體資金狀況,不能及時發(fā)現(xiàn)風險、缺少對資金有效分配及利用,,致使集團幾度面臨資金鏈斷裂的風險,因此集團決定進行資金集中管理模式的改革。 本文通過對HS傳媒集團資金集中管理這個課題的研究,在借鑒國內(nèi)外企業(yè)資金集中管理研究的基礎(chǔ)上,通過分析HS傳媒集團資金分散管理存在的種種弊端,進而對于HS傳媒集團資金集中管理的實施進行了研究探討。全文共分為六個部分,主要研究內(nèi)容包括企業(yè)資金集中管理的必要性、目標以及資金集中管理模式的特點;HS傳媒集團資金集中管理的實施過程,集團的制度建設(shè)包括收支兩條線及全面預(yù)算管理制度、資金集中管理的模式選擇包括結(jié)算中心及現(xiàn)金池模式、資金集中管理信息化工具的實施利用包括網(wǎng)上銀行及ERP銀企互聯(lián)等;最后對于HS傳媒集團資金集中管理的效果從賬戶管理效益、資金管理效益、經(jīng)營業(yè)績效益、投融資管理效益方面取得的成績進行了評估,從而證明資金集中管理模式是適合于HS傳媒集團資金管理的成功管理模式。本文對于HS傳媒集團資金集中管理存在的風險及風險的控制管理方法也進行了研究闡述。 在本文的最后的章節(jié),對HS集團未來的資金管理進行了展望,包括設(shè)立財務(wù)公司與結(jié)算中心相結(jié)合、設(shè)立區(qū)域財務(wù)中心等。在今后的工作中,如何使這些設(shè)計實施到位并且健康運轉(zhuǎn),從中發(fā)現(xiàn)存在問題并予以解決,使集團資金集中管理模式更加科學、有效更好的實現(xiàn)集團資金集中管理的效益將是我今后的研究之重。
[Abstract]:HS Media Group is a Chinese mobile television group company. After more than six years of operation, it has built up a mobile television network covering more than 20 large urban areas in China, with mobile TV coverage reaching more than 70%. The successful development from a regional advertising company to a national media group. The development of the HS Media Group has been fully recognized by venture capitalists, and a large number of venture capital have been introduced. HS Media Group accelerated the pace of national expansion and integration of resources. And the effective management of funds and exposed problems are also increasingly prominent. The capital management of the group adopts a decentralized management mode, and the capital is managed by all its wholly-owned subsidiaries. Due to the dispersion of funds management, it is difficult for the group to control the overall capital situation of the group in real time and to discover the risks in a timely manner. The lack of effective allocation and utilization of funds causes the group to face the risk of breaking the capital chain several times, so the group decided to reform the mode of centralized management of funds. Based on the research of centralized fund management of HS Media Group, this paper analyzes the disadvantages of decentralized fund management of HS Media Group on the basis of drawing lessons from the domestic and foreign enterprises' centralized capital management research. Further, the implementation of centralized management of HS Media Group funds has been studied and discussed. The paper is divided into six parts. The main research contents include the necessity of the centralized management of enterprise funds, the objectives and the characteristics of the centralized management mode of funds. The system construction of HS Media Group includes two lines of income and expenditure and a comprehensive budget management system. The mode of centralized fund management includes settlement center and cash pool mode. The implementation and utilization of information tools for centralized fund management include online banking and ERP bank and enterprise interconnection. Finally, the effect of centralized fund management of HS Media Group is evaluated in terms of account management benefit, fund management benefit, operating performance benefit, investment and financing management benefit. It is proved that the centralized fund management model is suitable for the successful management of HS Media Group. This paper also studies the risk and risk control methods of HS Media Group. In the last chapter of this paper, the future fund management of HS Group is prospected, including the establishment of financial company and settlement center, the establishment of regional financial center and so on. In the future work, how to make these designs in place and run healthily, from which problems are found and solved, so as to make the centralized management mode of group funds more scientific. Effective and better implementation of the group's centralized management of funds will be my research in the future.
