濟(jì)南日?qǐng)?bào)報(bào)業(yè)集團(tuán)組織結(jié)構(gòu)研究

【摘要】: 隨著我國(guó)新聞管理體制改革深入推進(jìn),以及報(bào)業(yè)市場(chǎng)競(jìng)爭(zhēng)日益加劇,原來(lái)作為事業(yè)單位的眾多報(bào)社,在企業(yè)化管理的基礎(chǔ)上紛紛向集團(tuán)化發(fā)展,全國(guó)先后已有40多家報(bào)業(yè)集團(tuán)成立。然而,事業(yè)單位管理方式的巨大慣性,并不會(huì)因?yàn)閳?bào)業(yè)集團(tuán)的成立而立即消失,管理方面的種種“不適應(yīng)癥”束縛著報(bào)業(yè)集團(tuán)的發(fā)展。這突出表現(xiàn)在集團(tuán)內(nèi)部組織機(jī)構(gòu)設(shè)置上,忽視了報(bào)業(yè)產(chǎn)品的特性,與報(bào)業(yè)市場(chǎng)競(jìng)爭(zhēng)態(tài)勢(shì)嚴(yán)重脫節(jié)。開(kāi)展報(bào)業(yè)集團(tuán)組織管理研究,旨在通過(guò)引入現(xiàn)代公司組織管理理念,從市場(chǎng)競(jìng)爭(zhēng)的觀點(diǎn)出發(fā),對(duì)報(bào)業(yè)集團(tuán)的組織管理進(jìn)行全方位思考,以求拓展對(duì)報(bào)業(yè)集團(tuán)組織設(shè)計(jì)的理性認(rèn)識(shí),建立符合報(bào)業(yè)發(fā)展規(guī)律和市場(chǎng)競(jìng)爭(zhēng)需要的組織管理體系,以此培育和提升報(bào)業(yè)集團(tuán)的核心競(jìng)爭(zhēng)力。 選擇什么樣的組織結(jié)構(gòu)必須基于報(bào)業(yè)集團(tuán)內(nèi)外部因素的分析,組織結(jié)構(gòu)應(yīng)隨著周圍環(huán)境的變化而變化、隨著組織戰(zhàn)略的調(diào)整而調(diào)整,同時(shí)也要與新聞事業(yè)的特點(diǎn)和規(guī)律相適應(yīng)。組織設(shè)計(jì)要綜合考慮戰(zhàn)略、規(guī)模、技術(shù)和環(huán)境的不確定性等權(quán)變因素。在報(bào)業(yè)集團(tuán)組織設(shè)計(jì)過(guò)程中,要特別注意三個(gè)問(wèn)題:“兩分開(kāi)”與報(bào)業(yè)集團(tuán)組織結(jié)構(gòu),統(tǒng)分問(wèn)題與責(zé)、權(quán)、利關(guān)系的處理,“三次銷售”與報(bào)業(yè)集團(tuán)內(nèi)部溝通協(xié)調(diào)。 分析濟(jì)南日?qǐng)?bào)報(bào)業(yè)集團(tuán)的組織結(jié)構(gòu),可出看出集團(tuán)整體架構(gòu)還不符合“兩分開(kāi)”的要求,部門設(shè)置和權(quán)責(zé)分工也有不盡合理之處,尤為突出的是各部門之間溝通協(xié)調(diào)缺乏有力的組織保障。要想贏得報(bào)業(yè)市場(chǎng)競(jìng)爭(zhēng)的主動(dòng)權(quán),必須改組濟(jì)南日?qǐng)?bào)報(bào)業(yè)集團(tuán)的組織體系,首先是健全完善“黨委會(huì)領(lǐng)導(dǎo)下的編委會(huì)和經(jīng)委會(huì)分工負(fù)責(zé)”集團(tuán)組織框架,調(diào)整集團(tuán)廣告經(jīng)營(yíng)中心、新聞研究策劃中心、組織人事處、辦公室、經(jīng)管辦以及舜網(wǎng)等部門的職能定位和權(quán)責(zé)分工,在此基礎(chǔ)上把矩陣式組織結(jié)構(gòu)引入采編和經(jīng)營(yíng)部門,從而達(dá)到加強(qiáng)部門之間溝通協(xié)調(diào)、圍繞市場(chǎng)競(jìng)爭(zhēng)密切配合的目標(biāo)。
[Abstract]:With the deepening of the reform of the news management system in our country, and the increasing competition in the newspaper market, many newspapers, as institutions, have developed to collectivization on the basis of enterprise management. More than 40 newspaper groups have been established in China. However, the enormous inertia of the management mode of the institution will not disappear immediately because of the establishment of the newspaper group, and the development of the newspaper group is constrained by various "indications" of management. This is manifested in the internal organization setup of the group, neglecting the characteristics of newspaper products, and being out of touch with the competition situation of newspaper market. The purpose of the research on the organization management of newspaper group is to consider the organization and management of newspaper group from the point of view of market competition by introducing the concept of organization management of modern company. In order to expand the rational understanding of the organization design of newspaper group, and establish the organization management system that accords with the law of newspaper industry development and the need of market competition, so as to cultivate and enhance the core competitiveness of newspaper group. The choice of organizational structure must be based on the analysis of internal and external factors of newspaper group. The organizational structure should change with the changes of the surrounding environment, adjust with the adjustment of organizational strategy, and adapt to the characteristics and laws of journalism. Organizational design should take into account contingency factors such as strategic, scale, technical and environmental uncertainties. In the process of organization design of newspaper group, we should pay special attention to three problems: "two separate" and the organization structure of newspaper group, divide the problem and responsibility, deal with the relation of power and interest, and communicate and coordinate with the newspaper group. By analyzing the organizational structure of the Jinan Daily newspaper Group, we can see that the overall structure of the group does not meet the requirements of "two separate", and there are also some unreasonable points in the establishment of departments and the division of powers and responsibilities. What is particularly prominent is the lack of effective organizational support for communication and coordination among various departments. In order to win the initiative of newspaper market competition, it is necessary to reorganize the organizational system of Jinan Daily newspaper Group. First of all, it is necessary to improve the organizational framework of the editorial Committee under the leadership of the Party Committee and the division of labor and responsibility of the Economic Commission. To adjust the functional orientation and division of powers and responsibilities of the advertising management center, the news research planning center, the personnel department, the office, the management office and the Shun net of the group, and on this basis, to introduce the matrix organizational structure into the collection, editing and management departments. To achieve the goal of strengthening communication and coordination between departments and close coordination around market competition.
