【摘要】： 學術期刊作為創(chuàng)新、記錄、累積、傳遞和交流人類已有知識信息 的載體及工具，自17世紀以來，一直受到知識界和學術界的重視；特 別是90年代以來，隨著計算機、數(shù)據(jù)庫建設和網(wǎng)絡通訊技術的迅速， 及其在編輯出版、圖書情報工作中的廣泛應用，“網(wǎng)絡期刊”這一新型 文獻應運而生。由于這一信息資源本身的諸多優(yōu)點，所以，越來越受廣 大讀者和用戶的重視。本論文根據(jù)理論聯(lián)系實際的原則，，就目前網(wǎng)絡期 刊的基本概念、編輯出版的特點，國內外發(fā)展歷史和現(xiàn)狀（主要成就、 基本經(jīng)驗和實例），出版發(fā)行過程中所遇到的知識產(chǎn)權、信息安全及其 與數(shù)字圖書館之間的關系，今后發(fā)展趨勢和前景等問題進行了論述。在 此基礎上，著重論述了網(wǎng)絡期刊文獻信息開發(fā)利用的模式和政策。最后 就進一步發(fā)展我國網(wǎng)絡期刊事業(yè)，充分發(fā)揮信息樞紐的社會功能，更好 地開發(fā)和利用網(wǎng)絡期刊信息資源等問題，發(fā)表了個人的看法和建議。
[Abstract]:Academic journals as innovations, records, accumulations, transfers and exchanges of human knowledge and information. Since 17th century, it has been attached great importance to by the intellectual and academic circles. Since 90s, with the rapid development of computer, database and network communication technology, And its wide application in editing and publishing, library and information work, this new type of "network journal" Literature emerges as the times require. Because of the advantages of this information resource itself, it is becoming more and more popular. According to the principle of integrating theory with practice, this paper is based on the current network period. The basic concepts of the journal, the characteristics of editing and publishing, the history and present situation of development at home and abroad (major achievements, Basic experience and examples, intellectual property rights encountered during publishing and distribution, information security and. This paper discusses the relationship with digital library, the development trend and prospect in the future. On the basis of this, the paper emphatically discusses the mode and policy of the development and utilization of the literature information of the network periodical. In order to further develop the network periodical cause of our country, give full play to the social function of the information hub, better. The author puts forward some personal opinions and suggestions on the development and utilization of network periodical information resources.
