【摘要】：正 一、基層統(tǒng)計(jì)工作的現(xiàn)狀 在傳統(tǒng)的計(jì)劃經(jīng)濟(jì)體制下,基層統(tǒng)計(jì)猶如已長(zhǎng)大,而又永遠(yuǎn)長(zhǎng)不大的孩子,需要對(duì)有人差使,不需要時(shí)無(wú)人問(wèn)津。他們肩上的擔(dān)子很重,卻又顯得無(wú)能為力,無(wú)可奈何。上面“大人”只管訂計(jì)劃,下指標(biāo),布置各種調(diào)查任務(wù)、指令完成各種數(shù)據(jù)統(tǒng)計(jì),卻不管基層統(tǒng)計(jì)有無(wú)足夠的人員、經(jīng)費(fèi),有無(wú)必需的設(shè)備;只管要求及時(shí)完成任務(wù),卻不管統(tǒng)計(jì)結(jié)果質(zhì)量如何。這種家長(zhǎng)制的作風(fēng),對(duì)我國(guó)經(jīng)濟(jì)建設(shè)的發(fā)展產(chǎn)生了極其不利的影響。
[Abstract]:First, under the traditional planned economy system, statistics at the grass-roots level is like a child who has grown up and never grows up. The burden on their shoulders was heavy, but they seemed powerless and helpless. The above "grown-ups" only make plans, set down indicators, arrange various survey tasks, and instruct the completion of various data and statistics, but regardless of whether there are sufficient personnel, funds, and necessary equipment for basic level statistics; The task is required to be completed in a timely manner, but regardless of the quality of the statistical results. This kind of patriarchal style, to our country economy construction development produced extremely unfavorable influence.
