【摘要】：正"破除‘增長(zhǎng)就是一切'的觀念,才能調(diào)整經(jīng)濟(jì)結(jié)構(gòu),實(shí)現(xiàn)良性發(fā)展。"每年兩會(huì),政府公布的一系列數(shù)據(jù)都引人注目,其中經(jīng)濟(jì)增速目標(biāo)更是總體政策的風(fēng)向標(biāo)。今年兩會(huì),政府表示繼續(xù)將2013年的國(guó)內(nèi)生產(chǎn)總值(GDP)增長(zhǎng)控制在7.5%左右,并強(qiáng)調(diào)發(fā)展的協(xié)調(diào)性要進(jìn)一步增強(qiáng),體現(xiàn)了十八大提出的"把推動(dòng)發(fā)展的立足點(diǎn)轉(zhuǎn)到提高質(zhì)量和效益上來(lái)"的要求。我認(rèn)為,7.5%目標(biāo)的確定體現(xiàn)了"經(jīng)濟(jì)增長(zhǎng)實(shí)實(shí)在在、沒(méi)有水分"的追求。2009年,為應(yīng)對(duì)全球金融危機(jī),國(guó)家啟動(dòng)了4萬(wàn)億的經(jīng)濟(jì)刺激計(jì)劃。實(shí)際上到2009年底,政府投資是6800億,銀行信貸大約增加9.6萬(wàn)億,加起來(lái)實(shí)際上遠(yuǎn)遠(yuǎn)超過(guò)4萬(wàn)億。根據(jù)我的研究,如果沒(méi)有這個(gè)經(jīng)濟(jì)刺激計(jì)劃,我國(guó)2009年的GDP增長(zhǎng)率只有2.4%。由于有了這個(gè)經(jīng)濟(jì)刺激計(jì)劃,增長(zhǎng)率達(dá)到
