綜合檔案館數(shù)字檔案資源建設(shè)存在的問題與對策研究

【摘要】：在介紹數(shù)字檔案資源建設(shè)國內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,對綜合檔案館數(shù)字檔案資源建設(shè)的發(fā)展進(jìn)行概述,并指出了綜合檔案館數(shù)字檔案資源建設(shè)的主要內(nèi)容。綜合檔案館數(shù)字檔案資源建設(shè)的發(fā)展經(jīng)歷了從最初的檔案數(shù)字化起始準(zhǔn)備時期,在這個時期里,數(shù)字檔案資源建設(shè)在理論、實踐上都呈現(xiàn)初期稚嫩狀態(tài)。到數(shù)字檔案資源建設(shè)的初步建設(shè)時期,在這個時期里,數(shù)字檔案資源開始呈現(xiàn)了逐步積累、建設(shè)狀態(tài)。再到目前所正處于的數(shù)字檔案資源持續(xù)發(fā)展的時期,在這個時期里,綜合檔案館數(shù)字檔案資源建設(shè)依據(jù)“存量數(shù)字化、增量電子化”這個具體的戰(zhàn)略,有目標(biāo)、有秩序的進(jìn)行中。綜合檔案館數(shù)字檔案資源建設(shè)的具體內(nèi)容也是圍繞“存量數(shù)字化、增量電子化”具體展開。針對綜合檔案館數(shù)字檔案資源建設(shè)存在的問題分為“存量數(shù)字化”和“增量電子化”兩個方面探討�！按媪繑�(shù)字化”過程中的問題是:數(shù)字化完成度低的地區(qū)對館藏數(shù)字化價值取向和規(guī)劃不明、缺乏統(tǒng)一的數(shù)字化技術(shù)標(biāo)準(zhǔn)、安全隱患大;數(shù)字化完成度高的地區(qū)數(shù)字檔案資源具體內(nèi)容難獲得�！霸隽侩娮踊边^程中問題是電子文件形成政出多門,缺乏協(xié)調(diào);電子文件粗獷式積累,缺乏細(xì)致集中;電子文件歸檔過程斷裂,缺乏銜接;電子文件保存滯后,缺乏長期保存;電子文件效力實施受阻,缺乏法律保障。相應(yīng)的提出的改進(jìn)對策也分為兩個方面探討。“存量數(shù)字化”過程中,數(shù)字化完成度低的地區(qū)明確價值取向、制定統(tǒng)一數(shù)字化標(biāo)準(zhǔn)、提出安全保障對策;數(shù)字化完成度高的地區(qū)借助檔案數(shù)字化程度較高的美國的建設(shè)經(jīng)驗,通過人員、資源、機構(gòu)間的相互協(xié)調(diào)實現(xiàn)數(shù)字檔案資源的全文獲取�！霸隽侩娮踊边^程中實行前端控制;電子文件實施集中細(xì)致積累;順應(yīng)單套歸檔趨勢;制定和執(zhí)行長期保存策略、進(jìn)行電子文件法律法規(guī)建設(shè)。
[Abstract]:On the basis of introducing the domestic and foreign research status of the digital archives resource construction, the paper gives an overview of the development of the digital archives resource construction of the comprehensive archives, and points out the main contents of the construction of the digital archives resources in the comprehensive archives.
