【摘要】： 本文以檔案文獻遺產(chǎn)作為研究對象,以檔案文獻遺產(chǎn)的利用和普遍性價值體現(xiàn)為研究目標,以我國特定遺產(chǎn)名錄為資源整合的范圍,以普遍意義的遺產(chǎn)運行為保護利用的指向,從其形成的不同歷史時期、選用的多元化載體材料、使用的豐富社會領域、以及變化的多樣性方式與途徑等方面對檔案文獻遺產(chǎn)進行了廣泛的、深入的和系統(tǒng)性的研究和分析,既關注于檔案的遺產(chǎn)屬性的內(nèi)涵挖掘,也論證了檔案工作的規(guī)范化操作規(guī)程,同時還結(jié)合檔案的管理體制和學科的研究動態(tài),提出了檔案利用的集成方式、遺產(chǎn)保護的系統(tǒng)性模式,并試圖構(gòu)建起方法論指導下的檔案文獻遺產(chǎn)利用與保護科學體系與方式,以充實和完善在新價值觀指導下的檔案保護學科新體系和文化遺產(chǎn)保護的新知識領域。 檔案文獻遺產(chǎn)作為在國際化背景下產(chǎn)生檔案新的概念,是信息時代檔案學科的新發(fā)展,是檔案理論由過去對檔案利用的簡單方式,重管輕用的傳統(tǒng)思維模式,轉(zhuǎn)變?yōu)槎嘣睦猛緩胶唾Y源價值擴大的社會新需求。增強了對檔案價值和作用發(fā)揮的新認識,促進了學科理論體系的發(fā)展和知識范疇的拓寬,并隨人類社會的發(fā)展和文明進程而產(chǎn)生、豐富和充實。這些新發(fā)展表現(xiàn)在載體保管、資源開發(fā)利用和社會作用發(fā)揮等方面有了新的內(nèi)涵,在管理模式、利用途徑,以及社會各領域廣泛的信息交流與價值共享的過程的更新內(nèi)容,以及對其保護與利用合理性的新課題。 本文首先闡述了檔案文獻遺產(chǎn)的產(chǎn)生與社會需求的價值新取向,從檔案文獻遺產(chǎn)的種類與形式、保護與利用的新途徑與方式,以及資源整合新方略等方面進行了檔案文獻遺產(chǎn)的價值新取向研究。充分闡述了檔案文獻遺產(chǎn)資源建設的必要性與社會需求,剖析了缺乏規(guī)范性保障和技術支撐的現(xiàn)行遺產(chǎn)資源利用的問題,從檔案文獻遺產(chǎn)的歷史形成階段對遺產(chǎn)資源及其價值進行認真的分析,結(jié)合材料學、地域?qū)W、環(huán)境學的分析,疏理了檔案文獻遺產(chǎn)整合模式的構(gòu)建方案與模式——資源的的協(xié)調(diào)和統(tǒng)籌兼顧的共享利用模式,實現(xiàn)檔案文獻遺產(chǎn)資源整合的基本途徑和程序。 其次,研究了檔案文獻遺產(chǎn)資源整合與實現(xiàn)方式,從我國遺產(chǎn)管理、保護與利用現(xiàn)狀出發(fā),闡述了遺產(chǎn)資源的基本情況和主要利用方式,分析了保管與保護工作中的主要問題,特別是按照載體形式,分門別類地剖析了紙質(zhì)類和非紙類檔案文獻遺產(chǎn)的資源狀況,提出了遺產(chǎn)資源信息的整合策略和資源的的協(xié)調(diào)和統(tǒng)籌兼顧的共享利用模式,制訂出整合遺產(chǎn)內(nèi)容和遺產(chǎn)利用區(qū)域的低成本,便捷式專題式整合方案。 第三,系統(tǒng)地分析檔案文獻遺產(chǎn)利用方式的新需求,利用的傾向性問題,以及檔案現(xiàn)有狀況與檔案利用需求的矛盾,探討了檔案文獻遺產(chǎn)資源開發(fā)、利用模式特征與信息運行特點,以困境分析的角度揭示檔案利用集成服務研究的必要性和緊迫性,從而按照內(nèi)涵、體系與目標等要求,提出了檔案文獻遺產(chǎn)信息集成服務的實現(xiàn)方式。 第四,根據(jù)檔案文獻遺產(chǎn)損害的多種表現(xiàn),分析了載體材料與記錄內(nèi)容變化途徑與老化變質(zhì)方式,結(jié)合社會政治因素、保管操作規(guī)程、環(huán)境條件制約、材料自身運動等,檔案材料的保護條件與因素分析,進行了社會作用效能的動因分析。并按照不同檔案遺產(chǎn)材料的變化特征,對紙質(zhì)類、照片類磁帶類、其它材料類,以及數(shù)字遺產(chǎn)的變化進行了深入的、系統(tǒng)的技術分析與機理理討論,得出了遺產(chǎn)變化的制約因素和規(guī)律性特征。 第六章的技術分析 最后,從方法論的角度,制訂出保護與利用檔案文獻遺產(chǎn)的基本方案,其內(nèi)容包括遺產(chǎn)保護與利用的頂層設計思想、宏觀指導的遺產(chǎn)管理模式研究、遺產(chǎn)的技術保障與環(huán)境控制、遺產(chǎn)保護與利用過程中實踐操作的模式、方法論在保護與利用檔案文獻遺產(chǎn)中的目標與解決方案。并結(jié)國際憲章和國家相關法律法規(guī)提出了國家管理需求的總體實現(xiàn)模式、國家政策、公眾化對策的實現(xiàn)模式。 本文從世界遺產(chǎn)的角度,透視我國檔案文獻具有的遺產(chǎn)內(nèi)涵與外延,從其來源原則進行結(jié)構(gòu)的總體層次分布,深入研究其社會價值與功能。以其形成的年代進行縱向的文化價值的分析,分門別類地疏理我國檔案文獻遺產(chǎn)的來源、形式和種類。創(chuàng)新性地對檔案文獻遺產(chǎn)內(nèi)容與范圍進行合理的界定與論述,按照社會需求進行資源整合,構(gòu)建基于新價值觀的檔案文獻遺產(chǎn)整體性、系統(tǒng)性資源模式。在全面認識與把握檔案文獻遺產(chǎn)的現(xiàn)狀與流通模式基礎上,解析方法論指導的目標、模式,從體系架構(gòu)的復雜性、技術支撐的條件與因素、以及保護與利用的可持續(xù)發(fā)展戰(zhàn)略,架構(gòu)具有我國特點的遺產(chǎn)保護與利用體系,改進現(xiàn)有的服務途徑與保護方式,使檔案文獻遺產(chǎn)的保護與利用更加科學、合理、有效。討論檔案文獻遺產(chǎn)的標準評選與支持理論,分步驟開展保護與利用的方式論,形成具有示范性作用的模式與機制,搶救受損和瀕臨毀滅的檔案文獻遺產(chǎn),建立與健全應對機制,指導和規(guī)范全國的文獻遺產(chǎn)管理與保護。創(chuàng)新性研究文獻遺產(chǎn)的發(fā)展及其出現(xiàn)的新形式——數(shù)字遺產(chǎn)的基本形式與利用方式和信息時代和數(shù)字技術條件下的數(shù)字遺產(chǎn)的保護與利用方式。拓展數(shù)字遺產(chǎn)形成、利用與保護的探索,確保數(shù)字遺產(chǎn)的的有效利用的安全穩(wěn)定與長期存取。根據(jù)國家層面的管理需求,實現(xiàn)信息化條件下層次化管理與科學的保護與利用,制訂全民性投入的對策和國家宏觀策略,為科學地保護與利用我國檔案文獻遺產(chǎn)提供有價值的方法與途徑。
