【摘要】：隨著民生問(wèn)題重要性的凸顯,政府將民生問(wèn)題作為政府工作的重要內(nèi)容,國(guó)家檔案局也已下發(fā)文件的形式要求各下級(jí)檔案部門加強(qiáng)民生檔案工作,自此,民生檔案工作成為我國(guó)檔案事業(yè)工作的重要內(nèi)容。民生檔案與人民群眾的日常生活聯(lián)系緊密,是人民群眾在從事社會(huì)活動(dòng)中形成的原始記錄的總和,對(duì)維護(hù)人民群眾的合法權(quán)益起著重要的憑證作用。做好民生檔案工作對(duì)于維護(hù)人民群眾的利益和社會(huì)穩(wěn)定有重要的意義,也是黨為人民全心全意服務(wù)的宗旨的體現(xiàn)和要求。楊冬權(quán)局長(zhǎng)指出做好民生檔案工作要做好“兩個(gè)體系”建設(shè)工作,既要做好民生檔案資源建設(shè)工作,也要做好民生檔案的提供利用工作,要讓人民群眾能夠方便的利用民生檔案。民生檔案的資源建設(shè)的目的就是提供民生檔案的利用,幫助人民群眾解決現(xiàn)實(shí)生活中的一些問(wèn)題,實(shí)現(xiàn)民生檔案的價(jià)值。隨著社會(huì)的發(fā)展,人民群眾對(duì)檔案利用的意識(shí)也得到提高,這讓他們的民生檔案的利用需求也隨著提高。民生檔案工作就是要為群眾服務(wù),解決他們的民生檔案利用需求問(wèn)題,如何為他們提供優(yōu)質(zhì)的服務(wù)成為了民生檔案工作的重要內(nèi)容。各檔案部門在進(jìn)行資源建設(shè)的同時(shí),也在積極摸索提供利用的有效途徑,本文基于當(dāng)前一些檔案機(jī)構(gòu)的利用服務(wù)現(xiàn)狀進(jìn)行民生檔案服務(wù)模式的研究,希望為民生檔案的提供利用工作提供一些策略。本文分為六章,主要內(nèi)容如下:第1章,緒論,主要介紹民生檔案、民生檔案利用的國(guó)內(nèi)研究現(xiàn)狀,以及本文的研究背景與意義、研究方法、研究?jī)?nèi)容和創(chuàng)新之處。第2章,民生檔案利用服務(wù)相關(guān)理論概述,主要包括民生檔案概述和民生檔案利用服務(wù)概述。第3章,民生檔案利用服務(wù)的主要模式,分析了三種民生檔案服務(wù)模式的概念、特點(diǎn)及途徑,并分析了這三種民生檔案服務(wù)模式的不同之處。第4章,民生檔案利用服務(wù)存在的問(wèn)題,對(duì)目前民生檔案利用服務(wù)存在問(wèn)題分析,主要是基于民生檔案利用服務(wù)現(xiàn)狀的分析。第5章,民生檔案利用服務(wù)模式未來(lái)展望,主要是基于對(duì)民生檔案服務(wù)模式存在的問(wèn)題,提出了一些保障民生檔案利用服務(wù)的措施和一個(gè)優(yōu)化設(shè)想,并對(duì)該設(shè)想的必要性和可行性進(jìn)行了分析。第6章,研究總結(jié)與展望,對(duì)本文的研究做出了總結(jié),并總結(jié)了研究的不足之處。
[Abstract]:With the importance of people's livelihood issues highlighted, the government regards people's livelihood issues as an important part of the government's work. The National Archives Bureau has also issued documents in the form of requiring all lower archival departments to strengthen the work of people's livelihood archives. Since then, People's livelihood archival work has become an important part of archival work in China. The archives of people's livelihood are closely related to the daily life of the people, and they are the sum of the original records formed by the masses in their social activities, and play an important role in supporting the legitimate rights and interests of the masses. Doing a good job of people's livelihood archives is of great significance for safeguarding the people's interests and social stability, and is also the embodiment and requirement of the Party's purpose of serving the people wholeheartedly. Director Yang Dongquan pointed out that in order to do a good job in people's livelihood archives work, we should do a good job in the construction of "two systems". We should not only do a good job in the construction of people's livelihood archives resources, but also do a good job in providing and utilizing people's livelihood archives. It is necessary to enable the masses to make convenient use of the archives of the people's livelihood. The purpose of resource construction of people's livelihood archives is to provide the utilization of people's livelihood archives, to help people solve some problems in real life, and to realize the value of people's livelihood archives. With the development of society, the people's awareness of archives utilization has also been improved, which makes their people's livelihood archives use demand also increased. People's livelihood archives work is to serve the masses, solve their livelihood archives utilization needs, how to provide them with quality services has become an important content of people's livelihood archives work. While carrying on the resource construction, all the archives departments are actively exploring the effective ways to provide the utilization. This paper, based on the current situation of the utilization and service of some archival organizations, carries out the research on the service mode of the people's livelihood archives. I hope to provide some strategies for the provision and utilization of people's livelihood archives. This paper is divided into six chapters, the main contents are as follows: chapter 1, introduction, mainly introduces the people's livelihood archives, the current situation of domestic research on the use of livelihood archives, as well as the research background and significance of this article, research methods, research content and innovation. Chapter 2, the related theories of people's livelihood archives utilization service, including the people's livelihood archives and the people's livelihood archives utilization services. Chapter 3, the main mode of people's livelihood archives utilization service, analyzes the concept, characteristics and ways of three kinds of people's livelihood archives service modes, and analyzes the differences of these three kinds of livelihood archives service modes. Chapter 4, the problems existing in the utilization service of the people's livelihood archives, mainly based on the analysis of the present situation of the utilization service of the people's livelihood archives. Chapter 5, the future prospect of the service mode of the people's livelihood archives, mainly based on the problems existing in the service mode of the people's livelihood archives, puts forward some measures to protect the utilization and service of the people's livelihood archives and an optimized assumption. The necessity and feasibility of the assumption are analyzed. In chapter 6, the conclusion and prospect of the research are given, and the shortcomings of the research are summarized.
