【摘要】：加拿大作為實(shí)施宏觀鑒定戰(zhàn)略的"第一人",其經(jīng)驗(yàn)被澳大利亞、新西蘭、南非等國(guó)家所借鑒,而中國(guó)則是處于引進(jìn)介紹的階段。本文以加拿大宏觀鑒定戰(zhàn)略為例,分析得出該戰(zhàn)略的成功實(shí)施有其現(xiàn)實(shí)需要的推動(dòng)、鑒定理論的鋪墊、多方協(xié)作的助力和鑒定框架的奠基四個(gè)必要條件,并針對(duì)宏觀鑒定戰(zhàn)略的適用性問(wèn)題,分析其在中國(guó)運(yùn)用的障礙因素,發(fā)現(xiàn)中國(guó)目前并不適合實(shí)施宏觀鑒定戰(zhàn)略。
[Abstract]:As the first person to implement the macro appraisal strategy, Canada's experience has been used for reference by Australia, New Zealand, South Africa and other countries, while China is at the stage of introduction. Taking the Canadian macro appraisal strategy as an example, this paper analyzes the four necessary conditions for the successful implementation of the strategy, such as the promotion of practical needs, the paving of appraisal theory, the aid of multi-party cooperation and the foundation of the appraisal framework. Aiming at the applicability of macro appraisal strategy, this paper analyzes the obstacle factors of its application in China, and finds that it is not suitable to implement macro appraisal strategy in China at present.
