【摘要】：[目的/意義]當(dāng)前區(qū)域圖書(shū)館聯(lián)盟存在協(xié)調(diào)機(jī)制松散、業(yè)務(wù)系統(tǒng)及數(shù)據(jù)交換困難等問(wèn)題,提出"政府-圖書(shū)館-企業(yè)"三元合作的聯(lián)盟管理架構(gòu),對(duì)經(jīng)費(fèi)保障、效果監(jiān)督、各方理解合作愿景以及平臺(tái)數(shù)據(jù)庫(kù)系統(tǒng)標(biāo)準(zhǔn)統(tǒng)一有著重要意義,是區(qū)域圖書(shū)館聯(lián)盟管理模式的演進(jìn)方向之一。[方法/過(guò)程]研究了區(qū)域圖書(shū)館聯(lián)盟管理模式的內(nèi)在演進(jìn)機(jī)理以及典型EA的特征分析及選擇方法。開(kāi)放、多元的管理模式變化使得資源管理的整體性和變更管理難度加大,從內(nèi)部層次化架構(gòu)管理以及邊界一致性管理兩個(gè)方面,構(gòu)建了包括合作目標(biāo)(績(jī)效)、業(yè)務(wù)系統(tǒng)、數(shù)據(jù)資源以及安全保障等元素的內(nèi)部管理架構(gòu),并分析了系統(tǒng)與外部環(huán)境邊界、系統(tǒng)與實(shí)際效果邊界的一致性完善管理效能的改善流程方法。[結(jié)果/結(jié)論]研究認(rèn)為,基于EA的管理架構(gòu)能使合作各方在同一的框架內(nèi)對(duì)目標(biāo)、資源、平臺(tái)、環(huán)境等要素得以審視,可為多元的區(qū)域圖書(shū)館聯(lián)盟管理者提供整體化管理藍(lán)圖,從而可解決當(dāng)前區(qū)域圖書(shū)館聯(lián)盟合作過(guò)程中理解錯(cuò)位、協(xié)調(diào)困難、系統(tǒng)不通等影響資源無(wú)法深入共享的難題。
[Abstract]:[objective / significance] at present, there are some problems in the regional library alliance, such as loose coordination mechanism, difficulty in business system and data exchange, etc. This paper puts forward the alliance management framework of "government-library-enterprise" cooperation, which can supervise the fund guarantee and effect. It is of great significance for all parties to understand the vision of cooperation and the standardization of the platform database system. It is one of the evolution directions of the management mode of regional library alliance. [method / process] this paper studies the internal evolution mechanism of regional library alliance management mode and the characteristic analysis and selection method of typical EA. The open and diversified management mode changes the integrity of resource management and the difficulty of change management. From two aspects of internal hierarchical architecture management and boundary consistency management, the paper constructs the cooperation goal (performance, business system). The internal management framework of data resources and security elements is analyzed. The consistency between the system and the external environment and the boundary between the system and the actual effect is analyzed to improve the management efficiency. [results / conclusion] the study suggests that an EA based management framework allows partners to examine objectives, resources, platforms, environments, etc., within the same framework, It can provide a comprehensive management blueprint for the multiple regional library alliance managers, so as to solve the current regional library alliance cooperation process of understanding dislocation, coordination difficulties, system impassability and other problems affecting the resources can not be deeply shared.
