【摘要】：[目的/意義]為了探討適合大數(shù)據(jù)環(huán)境和情報工程背景的應(yīng)急情報需求開發(fā)范式。[方法/過程]分析了應(yīng)急情報需求工程化的必要性、含義和特征,以情報工程方法為視角,即"事實數(shù)據(jù)"+"工具方法"+"專家智慧"的基本流程,探究了大數(shù)據(jù)環(huán)境下應(yīng)急情報需求開發(fā)模式及要素,并從學(xué)科視角和政府視角提出了推進(jìn)策略。[結(jié)果/結(jié)論]應(yīng)急情報需求開發(fā)工程化范式契合了應(yīng)急情報快速響應(yīng)的要求,符合用數(shù)據(jù)說話的時代要求,豐富了情報工程的理論體系。
[Abstract]:Objective / significance: to explore the development paradigm of emergency intelligence requirements suitable for big data's environment and information engineering background. [method / process] this paper analyzes the necessity, meaning and characteristics of the engineering of emergency information demand, and takes the information engineering method as the visual angle, that is, the basic process of "fact data", "tool method" and "expert wisdom". This paper probes into the development mode and elements of emergency intelligence demand under big data environment, and puts forward the promotion strategy from the perspective of subject and government. [results / conclusion] the engineering paradigm of the development of emergency information requirements accords with the requirements of rapid response of emergency information, meets the requirements of the times of using data to speak, and enriches the theoretical system of information engineering.
