【摘要】：[目的/意義]機(jī)構(gòu)知識庫承擔(dān)著保存機(jī)構(gòu)知識資產(chǎn)和支持開放獲取的重要職責(zé),而機(jī)構(gòu)知識庫的數(shù)據(jù)管理規(guī)范是機(jī)構(gòu)知識庫管理政策的重要組成部分,而目前僅有部分針對國外相關(guān)機(jī)構(gòu)的數(shù)據(jù)管理政策和規(guī)范的調(diào)研,缺乏針對國內(nèi)機(jī)構(gòu)知識庫數(shù)據(jù)管理規(guī)范的調(diào)研與分析。[方法/過程]通過對國內(nèi)具有代表性的五個機(jī)構(gòu)知識庫數(shù)據(jù)管理規(guī)范的調(diào)研,把握國內(nèi)機(jī)構(gòu)知識庫在數(shù)據(jù)提交、數(shù)據(jù)存儲、數(shù)據(jù)使用,以及在這一數(shù)據(jù)生命周期過程中涉及的數(shù)據(jù)類型、數(shù)據(jù)格式和元數(shù)據(jù)標(biāo)準(zhǔn)、數(shù)據(jù)撤回、隱私保護(hù)等相關(guān)政策制定的基本情況,發(fā)現(xiàn)其中存在的問題。[結(jié)果/結(jié)論]通過調(diào)研發(fā)現(xiàn)國內(nèi)機(jī)構(gòu)知識庫在數(shù)據(jù)管理規(guī)范的制定上存在差異化明顯、不夠細(xì)化、隱私政策較為籠統(tǒng)和缺乏權(quán)責(zé)機(jī)制等問題,因此需要在這幾個方面進(jìn)行改進(jìn)和完善,從而推動國內(nèi)機(jī)構(gòu)知識庫管理水平的提高。
[Abstract]:[purpose / significance] the institutional knowledge base has an important responsibility to preserve institutional knowledge assets and support open access, and the institutional knowledge base data management specification is an important component of the institutional knowledge base management policy, At present, only a part of the research on the data management policies and norms of relevant foreign institutions has been carried out. Lack of research and analysis on the data management norms of the domestic institutional knowledge base. [methods / processes] through the investigation of the data management norms of the five representative institutional knowledge bases in China, we can grasp the data submission of the domestic institutional knowledge bases. Data storage, data usage, data types involved in this data lifecycle, data format and metadata standards, data withdrawal, privacy protection, etc. Finding out the existing problems. [results / conclusions] it is found that there are obvious differences in the formulation of data management norms in the domestic institutional knowledge base, insufficient refinement, general privacy policies and lack of authority and accountability mechanism, etc. Therefore, it is necessary to improve and perfect these aspects so as to improve the management level of domestic institutional knowledge base.
