我國(guó)公共圖書(shū)館嬰幼兒服務(wù)研究

【摘要】:據(jù)全國(guó)第六次人口普查數(shù)據(jù)顯示,0-18歲未成年人數(shù)量已超過(guò)兩億,約占總?cè)丝?17.4%。其中,0-3歲嬰幼兒數(shù)量約6031萬(wàn),占未成年總數(shù)的26%,嬰幼兒群體是未成年群體的重要分支1。嬰幼兒是國(guó)家和民族的新生軍,他們的健康成長(zhǎng)與優(yōu)良教育關(guān)乎國(guó)家未來(lái)的繁榮發(fā)展。IFLA于2007年頒布第一部公共圖書(shū)館嬰幼兒服務(wù)專門(mén)指南性文件——《嬰幼兒圖書(shū)館服務(wù)指南》;我國(guó)政府至今已頒布多個(gè)文件強(qiáng)調(diào)要推進(jìn)嬰幼兒文化服務(wù)事業(yè),但國(guó)內(nèi)公共圖書(shū)館界的嬰幼兒服務(wù)意識(shí)和服務(wù)能力仍然處于初級(jí)低水平階段;與之形成鮮明對(duì)比的是,國(guó)外眾多公共圖書(shū)館早于20世紀(jì)末就已有開(kāi)展嬰幼兒服務(wù)的實(shí)踐案例,且專業(yè)度高、成效佳、影響廣;谶@樣的背景,本文展開(kāi)對(duì)我國(guó)公共圖書(shū)館嬰幼兒服務(wù)的研究。因嬰幼兒群體的心理與生理的特殊性,公共圖書(shū)館開(kāi)展嬰幼兒服務(wù)要充分考慮到嬰幼兒的認(rèn)知特點(diǎn)、服務(wù)需求、教育要點(diǎn)等。無(wú)論是從嬰幼兒潛能開(kāi)發(fā)、兒童權(quán)利維護(hù)等兒童發(fā)展教育角度,還是從公共圖書(shū)館的地位、優(yōu)勢(shì)、使命、原則等問(wèn)題出發(fā),公共圖書(shū)館都在社會(huì)性嬰幼兒服務(wù)中占據(jù)主體地位。理論研究上,我國(guó)學(xué)術(shù)界缺乏對(duì)公共圖書(shū)館嬰幼兒服務(wù)研究的重視,呈現(xiàn)研究成果少,層次低,結(jié)構(gòu)相似等不足。研究?jī)?nèi)容停留在嬰幼兒服務(wù)案例分析和宏觀層面對(duì)策兩個(gè)方面,缺乏創(chuàng)新性和獨(dú)立思考,與構(gòu)建專業(yè)系統(tǒng)的研究體系尚存在巨大差距。理論研究的不足在一定程度上直接影響實(shí)踐成果,如何開(kāi)展專業(yè)化、系統(tǒng)化的嬰幼兒服務(wù)是目前我國(guó)公共圖書(shū)館最大的難題。據(jù)筆者對(duì)嬰幼兒家長(zhǎng)與公共圖書(shū)館的問(wèn)卷調(diào)查顯示,我國(guó)公共圖書(shū)館的嬰幼兒服務(wù)總體開(kāi)展情況不佳,各級(jí)公共圖書(shū)館的嬰幼兒服務(wù)程度和成果差異大,專業(yè)化程度低,服務(wù)內(nèi)容單一,主要面臨缺乏理論指導(dǎo)、資金緊缺、服務(wù)對(duì)象需求與服務(wù)館員質(zhì)量的矛盾等困境。對(duì)此,筆者不僅對(duì)國(guó)外著名的嬰幼兒服務(wù)案例和公共圖書(shū)館嬰幼兒日常服務(wù)進(jìn)行解讀分析,總結(jié)若干值得學(xué)習(xí)的經(jīng)驗(yàn),還針對(duì)目前我國(guó)在該領(lǐng)域研究和實(shí)踐的現(xiàn)狀,包括取得的進(jìn)展和面臨的困境,提出多方面系統(tǒng)策略,幫助我國(guó)公共圖書(shū)館打破瓶頸,開(kāi)展特色專業(yè)的嬰幼兒服務(wù)。筆者提出,我國(guó)公共圖書(shū)館要辦好嬰幼兒服務(wù),需從資金、宣傳、館藏、基礎(chǔ)設(shè)施設(shè)備、館員教育培訓(xùn)、理論研究、實(shí)踐管理評(píng)估等七個(gè)方面入手,著重強(qiáng)調(diào)嬰幼兒服務(wù)活動(dòng)的專業(yè)性、系統(tǒng)性和持續(xù)性,自上而下,自內(nèi)而外統(tǒng)一步伐,才能讓我國(guó)公共圖書(shū)館的嬰幼兒服務(wù)邁上新的臺(tái)階。
[Abstract]:According to the data from the sixth National population Census, the number of minors aged 0-18 has exceeded 200 million, accounting for about 17.4 percent of the total population. Among them, the number of children aged 0-3 is about 60.31 million. The infant and young children group is an important branch of the minor group 1.Infant children are the new army of the state and the nation. Their healthy growth and good education are related to the future prosperity of the country. IFLA issued the first special guide document of infant and young child service of public library in 2007. Several documents have emphasized the need to promote cultural services for infants and young children. However, the service consciousness and ability of infants and young children in public libraries in China are still at the initial low level. In contrast, many foreign public libraries have already carried out infant and child service practices as early as the end of the 20th century, and in contrast, many foreign public libraries have already carried out infant and child services as early as the end of the 20th century. Based on this background, this paper studies the infant services in public libraries of our country. Because of the particularity of psychology and physiology of infants and young children, Public libraries should fully take into account the cognitive characteristics, service needs, key points of education, etc., whether from the perspective of the development of infants' potential, the protection of children's rights, and so on. Or from the position, advantage, mission, principle and so on of the public library, the public library all occupy the main position in the social infant service. The academic circles of our country lack of attention to the research of infant and child service in public library, which shows that the research results are few, the level is low, and the structure is similar, etc. The contents of the research stay in two aspects: case analysis of infant and young child service and countermeasures at the macro level. Lack of innovation and independent thinking, and there is still a huge gap between the construction of a professional system of research system, the lack of theoretical research to a certain extent directly affect the practical results, how to develop specialization, The systematic service of infants and young children is the biggest problem in the public library of our country at present. According to the questionnaire survey of parents and public libraries of infants and young children, the author shows that the service of infants and young children in the public libraries in our country is not well carried out on the whole. The service degree and achievement of infants and young children in public libraries at all levels differ greatly, the degree of specialization is low, the service content is single, and they are mainly faced with the difficulties of lack of theoretical guidance, shortage of funds, contradiction between the demand of service objects and the quality of service librarians and so on. The author not only interprets and analyzes the famous cases of infant and child service and the daily service of infants and children in public libraries, summarizes some experiences that are worth learning, but also aims at the present situation of research and practice in this field in our country. Including the progress made and the difficulties we are facing, this paper puts forward a number of systematic strategies to help the public libraries break the bottleneck and develop specialized infant and child services with special characteristics. The author suggests that in order to run the infant and child services well, the public libraries of our country should start with funds. Starting with seven aspects such as publicity, library collection, infrastructure equipment, librarian education and training, theoretical research, and practical management evaluation, the emphasis is placed on the professional, systematic and continuous nature of infant and child service activities, and the integration of the steps from top to bottom, from inside to outside, Only then can our country public library's infant and child service step to a new level.
