【摘要】：[目的/意義]通過解析國際組織科學(xué)數(shù)據(jù)開放共享政策以便為制定國內(nèi)相關(guān)政策并促進(jìn)科學(xué)數(shù)據(jù)的開放共享提供參考。[方法/過程]通過對經(jīng)合組織、聯(lián)合國教科文組織、國際科學(xué)聯(lián)盟、歐盟委員會等8個國際組織科學(xué)數(shù)據(jù)開放共享政策文本的內(nèi)容分析與主題分析,解析政策的具體內(nèi)容與特征。[結(jié)果/結(jié)論]發(fā)現(xiàn)國際組織科學(xué)數(shù)據(jù)開放共享政策既注重科學(xué)數(shù)據(jù)開放共享的價值,也重視科學(xué)數(shù)據(jù)的高質(zhì)量、互操作與知識產(chǎn)權(quán)保護(hù),還強(qiáng)調(diào)利益相關(guān)者的責(zé)任擔(dān)當(dāng)。OA重要性聲明、利益相關(guān)者責(zé)任、數(shù)據(jù)質(zhì)量、數(shù)據(jù)互操作、數(shù)據(jù)效用評估、知識產(chǎn)權(quán)保護(hù)等主題是國際組織科學(xué)數(shù)據(jù)開放共享政策不可或缺的內(nèi)容。我國應(yīng)該建立健全科學(xué)數(shù)據(jù)開放共享政策體系。
[Abstract]:[Objective] through the analysis of the international organization / significance of opening and sharing scientific data for the development of domestic policy to the policy and promote the opening and sharing scientific data to provide a reference.
