【摘要】：在這人口急速增長的信息時代,信息獲取渠道增多、速度快,檔案部門只有改革和優(yōu)化傳統(tǒng)服務(wù)模式,提高檔案服務(wù)能力,才能盡可能的實現(xiàn)遍及全社會的高質(zhì)量服務(wù)。改革和優(yōu)化傳統(tǒng)服務(wù)模式,“一站式”服務(wù)是個不錯的選擇。再加上,人的檔案需要可能是多方面的,但對于普通老百姓來說,首先需要的就是關(guān)系保障著老百姓基本權(quán)利實現(xiàn)的民生檔案。因此,本研究將民生檔案作為“一站式”服務(wù)的主體,選取開展較早的上海市作為調(diào)研對象,旨在探索出進(jìn)一步完善上海市民生檔案“一站式”服務(wù)發(fā)展策略。全文共由五個章節(jié)組成:第一章概述全文基本情況;第二章對民生檔案“一站式”服務(wù)的基本概念進(jìn)行界定,包括民生、民生檔案和“一站式”服務(wù)的內(nèi)涵、特點及意義;第三章從依據(jù)和原則、服務(wù)結(jié)構(gòu)、實現(xiàn)條件三方面全面分析了民生檔案“一站式”服務(wù);第四章從背景、運行機制、服務(wù)成績、服務(wù)局限全面介紹了上海市民生檔案“一站式”服務(wù)現(xiàn)狀,并針對取得的成績和不足進(jìn)行深層次的原因分析;第五章為進(jìn)一步完善上海市民生檔案“一站式”服務(wù)進(jìn)行思考,提出應(yīng)通過繼續(xù)爭取領(lǐng)導(dǎo)重視、獲取政府支持、關(guān)注百姓所需、完善平臺建設(shè)以及推進(jìn)民生檔案數(shù)字化工作“五個繼續(xù)”來發(fā)揚光大成績,并針對不足提出關(guān)注理論建設(shè),加大宣傳力度,加強人員管理和隊伍建設(shè),注重資源整合和共享四個改進(jìn)措施,以期能為上海市民生檔案“一站式”服務(wù)優(yōu)化貢獻(xiàn)綿薄之力。
[Abstract]:In this population, the rapid growth of the information age, access to information more quickly, only to reform and optimize the traditional service mode of archives department, improve the archives service ability, will it be possible to achieve high quality service throughout the whole society. The reform and optimization of the traditional service mode, "one-stop service" is a good choice. In addition, people need to file may be in many ways, but for ordinary people, is the people first need to safeguard basic rights to achieve livelihood archives. Therefore, this study will be the main livelihood archives as a "one-stop" service, carry out earlier in Shanghai city as the research object, in order to explore and further improve the Shanghai City People's livelihood archives "one-stop service" development strategy. This thesis consists of five chapters: the first chapter outlines the basic situation; the second chapter of a "people's livelihood archives The definition, basic concept of "service including the people's livelihood, livelihood archives and the connotation of" one-stop "service, characteristic and significance; the third chapter from the basis and the principle, structure of services, three aspects of a comprehensive analysis of the conditions of people's livelihood archives" one-stop service "; the fourth chapter from the background, operation mechanism, service results, a comprehensive introduction to the Shanghai City Service Limited livelihood archives" one-stop "service status, and analyzed the deep-seated reasons for the achievements and shortcomings of the fifth chapter; in order to further improve the Shanghai City People's livelihood archives" one-stop "service thinking, we should continue to strive for the leadership of the importance of access to government support and attention people need to improve and promote the digital platform construction work" livelihood archives five continue to carry forward results, and put forward the theoretical construction for the lack of attention, strengthen propaganda, strengthen personnel management and Team building, focus on resources integration and sharing of four improvement measures, in order to contribute to the optimization of the "one-stop" service for the people's livelihood archives in Shanghai.
