【摘要】：國家榮譽是國家治理的重要工具。從結(jié)構(gòu)的角度分析,國家榮譽實踐主要包括頒授主體、表彰對象、分配客體、評選標準等基本要素。從過程上說,國家榮譽實踐依次包括宣傳啟動、推薦申報、評議審核、表彰授勛和宣傳學(xué)習(xí)等主要環(huán)節(jié)。目前國家榮譽實踐的結(jié)構(gòu)性要素存在諸多缺陷與不足,運作過程面臨著多元的內(nèi)在限制,評選結(jié)果具有動態(tài)性和不確定性等特征。深入理解國家榮譽的結(jié)構(gòu)和過程及其問題,對于改革和完善國家榮譽制度具有重要啟示。
[Abstract]:National honor is an important tool of national governance. From the point of view of structure, the practice of national honor mainly includes the subject of conferment, the object of recognition, the object of assignment, the criterion of selection and so on. In the process, the practice of national honor includes publicity, recommendation, review, honours and propaganda and so on. At present, there are many defects and deficiencies in the structural elements of national honor practice, the operation process is faced with multiple internal limitations, and the evaluation results are characterized by dynamic and uncertain characteristics. A deep understanding of the structure, process and problems of national honor has important implications for the reform and perfection of the national honor system.
