制度倫理視域中領(lǐng)導(dǎo)干部思想道德建設(shè)研究

【摘要】:領(lǐng)導(dǎo)干部思想道德建設(shè)一直是人們十分關(guān)注的話題,隨著社會(huì)實(shí)踐和研究的不斷發(fā)展,人們逐漸認(rèn)識(shí)到制度建設(shè)在思想道德建設(shè)中的根本性作用,特別是在社會(huì)轉(zhuǎn)型時(shí)期,制度的不健全和不完善對(duì)社會(huì)思想道德的根本性影響日益突顯,在新形勢(shì)下僅僅依靠傳統(tǒng)的道德說教和引導(dǎo)很難起到道德教育和整合的作用。針對(duì)當(dāng)前領(lǐng)導(dǎo)干部思想道德建設(shè)實(shí)踐中出現(xiàn)的這樣那樣的問題,人們也更多地從制度的層面去探究產(chǎn)生問題的原因和解決問題的辦法和途徑。本文以制度倫理的視域?qū)︻I(lǐng)導(dǎo)干部思想道德建設(shè)進(jìn)行重新的研究和審視,以求通過制度倫理的全新視域把制度的強(qiáng)制力和道德的引導(dǎo)力結(jié)合起來共同作用于領(lǐng)導(dǎo)干部思想道德建設(shè),以解決領(lǐng)導(dǎo)干部思想道德建設(shè)實(shí)踐中的問題,進(jìn)一步提高領(lǐng)導(dǎo)干部思想道德水平。 總的來說,本文站在最廣大人民群眾的立場(chǎng),堅(jiān)持以馬克思主義基本理論作為思想指導(dǎo),堅(jiān)持把社會(huì)主體的“人”作為研究的中心和出發(fā)點(diǎn),以人性的內(nèi)在特性作為研究的根本依據(jù),以人的全面自由發(fā)展為根本目標(biāo),以人性的社會(huì)化改造為根本手段,以構(gòu)建良秩社會(huì)為根本途徑,以領(lǐng)導(dǎo)干部最終奮斗目標(biāo)為根本價(jià)值判斷取向,以改善和提高領(lǐng)導(dǎo)干部的思想道德水平為最終任務(wù)。在研究的過程中既堅(jiān)持以制度倫理的視域來研究領(lǐng)導(dǎo)干部的思想道德建設(shè),又堅(jiān)持從領(lǐng)導(dǎo)干部思想道德建設(shè)的內(nèi)在要求出發(fā),明確領(lǐng)導(dǎo)干部制度倫理的改革方向。堅(jiān)持把領(lǐng)導(dǎo)干部思想道德建設(shè)的終極目標(biāo)與領(lǐng)導(dǎo)干部思想道德現(xiàn)狀相結(jié)合,研究如何通過制度與倫理相結(jié)合的方法,構(gòu)建個(gè)人全面自由發(fā)展所必需的良序社會(huì),為實(shí)現(xiàn)領(lǐng)導(dǎo)干部思想道德發(fā)展的最終目標(biāo)構(gòu)建現(xiàn)實(shí)的渠道。 在具體寫作過程中,首先,從理論上闡述制度倫理及領(lǐng)導(dǎo)干部思想道德建設(shè)的本質(zhì)。不管是制度倫理的研究,還是領(lǐng)導(dǎo)干部思想道德建設(shè)的研究,都是服務(wù)于個(gè)人的全面自由發(fā)展這一最終目標(biāo),在消滅了階級(jí)統(tǒng)治的社會(huì)主義國(guó)家,兩者在理論本質(zhì)上實(shí)現(xiàn)了有機(jī)的統(tǒng)一。社會(huì)主義國(guó)家政權(quán)的性質(zhì)決定了共產(chǎn)黨的領(lǐng)導(dǎo)干部思想道德建設(shè)必須直接服務(wù)于共產(chǎn)黨的最終奮斗目標(biāo):建立一個(gè)個(gè)人全面自由發(fā)展的共產(chǎn)主義社會(huì)。制度倫理的理論本質(zhì)是以制度與倫理相結(jié)合的方法服務(wù)于人的生存狀況的改善,這一理論本質(zhì)與社會(huì)主義制度下的領(lǐng)導(dǎo)干部思想道德建設(shè)目標(biāo)是同一的。從這一理論本質(zhì)出發(fā),在論文的研究和論述過程中堅(jiān)持圍繞社會(huì)主體的“人”,即人民群眾這個(gè)根本和中心來展開,來分析人民群眾的根本需求,并以此為基礎(chǔ)研究如何構(gòu)建適合個(gè)人全面自由發(fā)展的制度倫理構(gòu)架,研究如何把制度倫理的相關(guān)理論運(yùn)用到領(lǐng)導(dǎo)干部思想道德建設(shè)實(shí)踐中去。重點(diǎn)論述了制度倫理價(jià)值取向如何確定的問題,制度倫理激勵(lì)引導(dǎo)機(jī)制、懲戒制約機(jī)制如何發(fā)揮的問題,制度與倫理如何在實(shí)踐中實(shí)現(xiàn)統(tǒng)一的問題,這些問題都是如何有效地?cái)U(kuò)張人性中善的一面、遏制人性中惡的一面的重要問題,也是能否把制度倫理的理論有效地運(yùn)用到思想道德建設(shè)中的關(guān)鍵,通過對(duì)這些問題的論述明確以制度倫理為視域來研究領(lǐng)導(dǎo)干部思想道德建設(shè)的具體路徑。 接下來,對(duì)影響和制約領(lǐng)導(dǎo)干部思想道德建設(shè)的內(nèi)部及外部因素進(jìn)行研究。對(duì)領(lǐng)導(dǎo)干部思想道德建設(shè)內(nèi)在的影響機(jī)制的研究,主要研究人類自身的特性對(duì)制度倫理及領(lǐng)導(dǎo)干部思想道德建設(shè)產(chǎn)生的影響。通過分析對(duì)人性有一個(gè)科學(xué)的認(rèn)識(shí),并結(jié)合對(duì)制度倫理及領(lǐng)導(dǎo)干部思想道德建設(shè)的自身規(guī)律性的分析,進(jìn)一步明確不管是制度倫理的研究還是領(lǐng)導(dǎo)干部思想道德建設(shè)的研究都必須以人性作為共同的基礎(chǔ),兩者互相影響,互相制約、互為基礎(chǔ)。通過研究分析最終得出結(jié)論:如何把人性中善的方面發(fā)揮到最大的程度,把人性中惡的方面進(jìn)行有效的遏制是制度倫理建設(shè)和領(lǐng)導(dǎo)干部思想道德建設(shè)取得成效的關(guān)鍵。從外部影響和制約因素來說,主要是從經(jīng)濟(jì)、政治、文化等方面入手研究其對(duì)領(lǐng)導(dǎo)干部思想道德建設(shè)的影響,通過分析這些因素的影響,從宏觀上把握領(lǐng)導(dǎo)干部思想道德建設(shè)的方向。 最后,從制度倫理的視域來分析和研究領(lǐng)導(dǎo)干部思想道德建設(shè)現(xiàn)狀及問題,對(duì)新形勢(shì)下領(lǐng)導(dǎo)干部思想道德出現(xiàn)滑坡和失范的原因從制度倫理的角度進(jìn)行分析,找出當(dāng)前干部制度建設(shè)和領(lǐng)導(dǎo)干部思想道德建設(shè)方面存在的問題。針對(duì)領(lǐng)導(dǎo)干部思想道德建設(shè)中存在的問題,結(jié)合制度倫理和領(lǐng)導(dǎo)干部思想道德建設(shè)的最終目標(biāo),提出改進(jìn)的思路和具體的對(duì)策,使各級(jí)領(lǐng)導(dǎo)干部的思想道德水平不斷提高,更好地服務(wù)于最廣大人民群眾的根本利益和社會(huì)的健康持續(xù)發(fā)展。
[Abstract]:The ideological and moral construction of leading cadres has always been a topic of great concern for people. With the continuous development of social practice and research, people gradually realize the fundamental role of system construction in Ideological and moral construction, especially in the period of social transformation, the fundamental influence of the imperfect and imperfect system on the social ideology and morality is becoming more and more obvious. In the new situation, it is difficult to play the role of moral education and integration only depending on the traditional moral teaching and guidance. In view of such problems in the practice of the ideological and moral construction of the leading cadres, people also explore the causes of the problem and the ways and means to solve the problems more from the institutional level. Finally, from the perspective of institutional ethics, this paper analyzes and studies the status and problems of the ideological and moral construction of leading cadres, analyzes the reasons for the landslide and anomie of leading cadres in the new situation from the perspective of institutional ethics, and finds out the existing problems in the construction of cadres' system and the ideological and moral construction of leading cadres. The problems existing in the ideological and moral construction of cadres, combined with the ultimate goal of institutional ethics and the ideological and moral construction of leading cadres, put forward the idea of improvement and specific countermeasures to improve the ideological and moral level of leading cadres at all levels, and better serve the fundamental interests of the vast masses of the people and the healthy and sustained development of the society.
