【摘要】：公務(wù)員作為一種特殊的職業(yè)群體，他的權(quán)力來自于人民，他的利益代表著人民，他的責(zé)任和義務(wù)就是服務(wù)于人民。民生型政府要求公務(wù)員做到關(guān)注民生、重視民生、保障民生和改善民生，一切工作都必須圍繞人民群眾最現(xiàn)實(shí)、最關(guān)心、最直接的利益來落實(shí)，這實(shí)際上就是要求公務(wù)員樹立正確的職業(yè)道德價(jià)值觀，培養(yǎng)自身的職業(yè)道德素質(zhì)，做好人民公仆，滿足人民的需求，維護(hù)人民的利益。公務(wù)員的職業(yè)道德是社會(huì)道德體系的核心，對(duì)整個(gè)社會(huì)的道德風(fēng)尚起著引導(dǎo)和示范作用。公務(wù)員職業(yè)道德的高低，不僅直接影響了公務(wù)員的思想和行為，還影響了黨和政府的形象、地位以及整個(gè)社會(huì)的風(fēng)氣。因此，在民生型政府的視野下繼續(xù)加強(qiáng)對(duì)公務(wù)員職業(yè)道德建設(shè)的研究應(yīng)當(dāng)具有十分重要的理論價(jià)值和現(xiàn)實(shí)意義。 論文在搜集和整理了大量文獻(xiàn)資料的基礎(chǔ)上，首先對(duì)民生型政府和公務(wù)員職業(yè)道德這兩個(gè)基本概念的內(nèi)涵作了闡述，并提出了研究該論題的理論基礎(chǔ)，隨后論述了民生型政府對(duì)我國公務(wù)員職業(yè)道德建設(shè)提出的具體要求，以及在民生型政府視野下加強(qiáng)公務(wù)員職業(yè)道德建設(shè)的意義。論文重點(diǎn)對(duì)我國民生型政府視野下公務(wù)員職業(yè)道德建設(shè)的現(xiàn)狀進(jìn)行了分析，通過回顧當(dāng)前民生型政府視野下我國公務(wù)員職業(yè)道德建設(shè)所取得的成就，，指出了在民生型政府的要求下，現(xiàn)階段公務(wù)員職業(yè)道德建設(shè)出現(xiàn)的不足之處，并對(duì)造成這些公務(wù)員職業(yè)道德建設(shè)失范現(xiàn)象的原因做了比較深入剖析。最后圍繞民生型政府這一中心思想，從確立公務(wù)員職業(yè)道德建設(shè)的價(jià)值標(biāo)準(zhǔn)、加強(qiáng)公務(wù)員職業(yè)道德教育、健全公務(wù)員職業(yè)道德建設(shè)的相關(guān)制度和確保公務(wù)員職業(yè)道德建設(shè)的外部環(huán)境這四個(gè)方面入手對(duì)在民生型政府視野下加強(qiáng)我國公務(wù)員職業(yè)道德建設(shè)的路徑進(jìn)行了較為全面和深入地探討。
[Abstract]:Civil servant as a special professional group, his power comes from the people, his interests represent the people, his responsibility and duty is to serve the people. The people's livelihood government requires civil servants to pay attention to the people's livelihood, attach importance to the people's livelihood, safeguard the people's livelihood and improve the people's livelihood. All work must be carried out around the most realistic, most concerned, and most direct interests of the people. In fact, it requires civil servants to establish correct values of professional ethics, to cultivate their own professional ethics, to be good public servants, to meet the needs of the people, and to safeguard the interests of the people. The professional ethics of civil servants is the core of the social moral system, which plays a guiding and exemplary role in the moral style of the whole society. The professional ethics of civil servants not only directly affect the thinking and behavior of civil servants, but also affect the image and status of the Party and the government, as well as the general atmosphere of the whole society. Therefore, it should be of great theoretical value and practical significance to continue to strengthen the research on the construction of civil servants' professional ethics under the vision of the people's livelihood government. First of all, the connotation of the two basic concepts of people's livelihood government and civil servants' professional ethics is expounded, and the theoretical basis for studying this topic is put forward, and then the specific requirements of the people's livelihood type government for the construction of civil servants' professional ethics are discussed. And the significance of strengthening the construction of civil servants' professional ethics under the vision of people's livelihood government. This paper focuses on the analysis of the current situation of the construction of civil servants' professional ethics under the vision of the people's livelihood government, and reviews the achievements of the construction of civil servants' professional ethics under the vision of the people's livelihood government. This paper points out the deficiencies in the construction of civil servants' professional ethics under the request of the government of people's livelihood, and makes a deep analysis of the causes of the abnormal construction of civil servants' professional ethics. Finally, focusing on the central idea of the people's livelihood government, from establishing the value standard of the construction of civil servants' professional ethics, strengthening the civil servants' professional ethics education, Starting from the four aspects of perfecting the relevant system of civil servants' professional ethics construction and ensuring the external environment of civil servants' professional ethics construction, this paper compares the ways to strengthen the construction of civil servants' professional ethics under the vision of the people's livelihood government.
