【摘要】：執(zhí)政倫理是中國共產黨執(zhí)政能力的重要維度,是中國特色社會主義政治文明的集中映射。本研究首先分析了執(zhí)政倫理的基本內涵,構建了執(zhí)政倫理的三維視角,圍繞“為什么執(zhí)政”和“怎樣執(zhí)政”兩個基本問題闡述了執(zhí)政倫理的元問題,并界定了其同政治倫理、行政倫理、政黨倫理之間的區(qū)別與聯(lián)系,從而為本研究提供了理論基礎。從當前中國共產黨執(zhí)政倫理研究現狀來看,當前有待于從歷史的維度研究中國共產黨執(zhí)政倫理產生和發(fā)展的歷史,既深刻分析中國共產黨執(zhí)政的歷史必然性,又總結和把握執(zhí)政倫理發(fā)展的規(guī)律。因此,本研究分析了紅色資源作為中國共產黨執(zhí)政倫理產生和發(fā)展的歷史見證作用。 中國共產黨執(zhí)政倫理誕生于當時特殊的社會歷史環(huán)境中,特別是局部執(zhí)政的實踐為其誕生提供了現實基礎。因此,蘇區(qū)時期,中國共產黨執(zhí)政倫理在價值合理性與工具合理性的統(tǒng)一中得以誕生,在中國歷史上宣告一個嶄新的無產階級執(zhí)政倫理的誕生和舊的剝削的執(zhí)政倫理開始走向衰亡。經過長征,中國共產黨執(zhí)政價值得到了傳播,進一步擴大了影響力。在延安時期,馬克思主義中國化的理論與實踐推動了執(zhí)政倫理的創(chuàng)新,形成了中國特色執(zhí)政倫理的基本架構。西柏坡時期,隨著中國共產黨逐漸接近于全國政權的取得,在執(zhí)政價值合理性和工具合理性方面不斷完善,最終實現了全面的生成。 新中國成立后,中國共產黨執(zhí)政倫理在新民主主義社會繼續(xù)發(fā)展,發(fā)揮了承上啟下的作用,鞏固了中國共產黨執(zhí)政倫理的主導地位。在社會主義建設全面展開的十年,中國共產黨執(zhí)政倫理開始了轉型的歷程,在取得輝煌成果的同時也遭遇了挫折。但是,毛澤東左傾錯誤觀點逐漸在黨內占據了統(tǒng)治地位,以階級斗爭為綱造成了執(zhí)政倫理的異化,使中國共產黨執(zhí)政倫理的正確探索夭折。改革開放以來,中國共產黨在正確把握社會主義初級階段執(zhí)政之善的基礎上,探索出了中國特色社會主義的執(zhí)政倫理建設路徑,初步構建起了中國特色社會主義的執(zhí)政倫理體系。 回顧80多年來中國共產黨執(zhí)政倫理產生和發(fā)展的歷程,革命形態(tài)、過渡形態(tài)和建設形態(tài)是中國共產黨執(zhí)政倫理的基本歷史形態(tài),并在社會主義、政治體制、民族文化、歷史階段等四個方面體現出了特殊性。最后,本研究系統(tǒng)總結了中國共產黨執(zhí)政倫理建設的歷史經驗,并在分析當前機遇和挑戰(zhàn)的基礎上,明晰了建設路徑,提出了當前加強執(zhí)政倫理建設的建議措施。
[Abstract]:Ruling ethics is an important dimension of the CPC's ruling ability and a centralized reflection of socialist political civilization with Chinese characteristics. This study first analyzes the basic connotation of ruling ethics, constructs the three dimensional perspective of ruling ethics, expounds the meta-problems of governing ethics around the two basic problems of "why ruling" and "how to govern", and defines the same political ethics. The differences and connections between administrative ethics and party ethics provide a theoretical basis for this study. From the current situation of the study of the ruling ethics of the Communist Party of China, it is necessary to study the history of the emergence and development of the ruling ethics of the Communist Party of China from the perspective of history, which is not only a profound analysis of the historical inevitability of the ruling of the Communist Party of China. Also summarizes and grasps the ruling ethics development law. Therefore, this study analyzes the role of red resources as the historical witness of the emergence and development of the ruling ethics of the Communist Party of China. The ruling ethics of the Communist Party of China was born in the special social and historical environment at that time, especially the practice of partial governance provided the realistic foundation for its birth. Therefore, in the Soviet area period, the ruling ethics of the Communist Party of China was born in the unity of value rationality and tool rationality. In Chinese history, the birth of a new proletarian ruling ethics and the old exploitative ruling ethics began to decline. After the long March, the ruling value of the Communist Party of China was spread and further expanded its influence. In Yan'an period, the theory and practice of Marxism in China promoted the innovation of ruling ethics and formed the basic structure of ruling ethics with Chinese characteristics. In Xibaipo period, with the Chinese Communist Party getting closer to the national political power, the rationality of ruling value and the rationality of tools were constantly improved, and finally the overall formation was realized. After the founding of New China, the ruling ethics of the Communist Party of China continued to develop in the new democratic society, played a connecting role and consolidated the dominant position of the ruling ethics of the Communist Party of China. In the ten years of socialist construction, the ruling ethics of the Communist Party of China began the process of transformation, and also encountered setbacks while achieving brilliant results. However, Mao Zedong's left-leaning wrong view gradually occupied the dominant position in the party, taking class struggle as the outline, caused the dissimilation of the ruling ethics, and caused the correct exploration of the ruling ethics of the Communist Party of China to abort. Since the reform and opening up, the Communist Party of China, on the basis of correctly grasping the good governance in the primary stage of socialism, has explored the path of building the ruling ethics of socialism with Chinese characteristics. Initially constructed the ruling ethics system of socialism with Chinese characteristics. Recalling the course of the emergence and development of the ruling ethics of the Communist Party of China over the past 80 years, the revolutionary, transitional and constructive forms are the basic historical forms of the ruling ethics of the Communist Party of China, and in socialism, political system and national culture, Historical stage and other four aspects reflect the particularity. Finally, this study systematically summarizes the historical experience of the construction of the ruling ethics of the Communist Party of China, and on the basis of analyzing the current opportunities and challenges, clarifies the construction path, and puts forward some suggestions for strengthening the construction of the ruling ethics.
