【摘要】：2012年11月,黨的十八大報告初次以24個字歸納了社會主義核心價值觀:“倡導富強、民主、文明、和諧,倡導自由、平等、公正、法治,倡導愛國、敬業(yè)、誠信、友善,積極培育社會主義核心價值觀”,把社會主義核心價值觀分為國家、社會和公民個人三個層面的內容。其中歸于公民層面的,是“愛國、敬業(yè)、誠信、友善”八個字。這八個字,高度凝練、字字珠璣,是中國公民必須操持的核心價值觀。黨的十八大以來,習近平總書記高度重視核心價值觀的培育與踐行,在各種場合多次談到社會主義核心價值觀的重要性,強調核心價值觀是一個國家、一個民族最深遠長久的力量,是國民的精神追求,特別是公民層面的核心價值觀集中體現了人們在倫理道德方面的價值追求。在歷史發(fā)展新的時期,全球化發(fā)展和我國改革開放的不斷擴大,帶來了各種思想文化相互交織、交融,不斷影響著人們的價值判斷和價值選擇,這就需要社會主義核心價值觀來正確引導。因此,本文從公民層面的核心價值觀入手,集中論述了踐行公民層面社會主義核心價值觀的相關問題。文章在社會主義核心價值觀分為國家、社會、個人三個層面的基礎上,主要研究踐行公民個人層面的核心價值觀,找出公民層面核心價值觀踐行存在的具體問題并加以分析,進而提出具體的解決對策,最終目的是更好的培育和踐行社會主義核心價值觀,從而全面建設我國小康社會,實現中華民族的偉大復興。論文主體由三部分內容所組成:第一部分是“踐行公民層面社會主義核心價值觀的重要性”。論述了公民層面社會主義核心價值觀的內涵和踐行公民層面社會主義核心價值觀的重要意義,指出愛國是公民應有的對祖國深厚的情感,敬業(yè)是公民應有的最基本的職業(yè)精神,誠信是公民應有的最基本的道德規(guī)范,友善是公民處理人際關系的重要原則;指明踐行公民層面核心價值觀有助于塑造合格的社會主義公民,有助于應對西方價值觀念的沖擊,有助于增強國家和民族的凝聚力,最終有助于全面踐行我國的核心價值觀。第二部分是“踐行公民層面社會主義核心價值觀存在問題及原因分析”。提出部分公民的愛國主義認識不當、職業(yè)道德嚴重失范以及社會生活中失信現象增多、人際關系冷漠等踐行公民層面社會主義核心價值觀存在的問題;分析出出現這些問題產生的主要原因是國外思潮的涌入、市場經濟的負面效應、社會處于轉型時期、法律法規(guī)滯后等方面。第三部分是“踐行公民層面社會主義核心價值觀的原則和對策”。指出堅持馬克思主義指導思想和明確社會主義本質,堅持以人為本和堅持踐行社會主義核心價值觀的基礎性、持久性的踐行原則;根據第二部分出現問題的原因提出加強對公民層面核心價值觀的宣傳教育,積極弘揚中華民族優(yōu)秀傳統(tǒng)文化,積極應對社會快速發(fā)展的負面影響,注重相關政策法規(guī)的建設等相應對策。
[Abstract]:In November 2012, the party's eighteen report to the first 24 words summed up the socialist core values: "advocate a prosperous, democratic, civilized, harmonious, advocating freedom, equality, justice, rule of law, advocate patriotism, dedication, integrity, kindness, and actively cultivate socialist core values, the socialist core values into the country three, the level of social and individual citizens. The citizens to the level of" patriotism, dedication, integrity, kindness "eight words. These eight words, concise, is the core value of China every phrase a gem, citizens must manage the concept. Since eighteen Party's general secretary, Xi Jinping attaches great importance to the cultivation and practice the core values, spoke about the importance of the socialist core values of the times on various occasions, stressed that the core values of a country, a nation of the most profound long-term strength, is the national spirit, especially citizens The core value conception embodies the people in moral value pursuit. The development of a new period in the history of the development of globalization and China's reform and opening up continuously, brings different ideas and cultures are intertwined, blend, continue to affect people's choice of value judgment and value, which requires the socialist core values to correct guidance. Therefore, this paper starts from the core value of the citizen level view, focuses on the issues related to the level of citizens to practice the socialist core values. The socialist core values into national, social, personal three levels based on the core value, main research practice citizen personal view, find out the core level of citizens the values of specific problems exist in practice and analysis, and puts forward specific countermeasures, the ultimate aim is to better cultivate and practice the socialist The core values, and the comprehensive construction of a well-off society in China, to achieve the great rejuvenation of the Chinese nation. The main body of the thesis consists of three parts: the first part is the importance of "practice" the level of citizens of the socialist core values. The citizen level of socialist core values important connotation and practice level of citizens of the socialist core values concept that is, patriotic citizens should have deep feelings for the motherland, dedication is the citizen's basic occupation spirit, honesty is the citizen's basic moral norms, is an important principle of citizen friendly relationships; socialist citizens to contribute to the shaping of qualified core values specified in practice the level of citizens, help to cope with the impact of Western values, helps to strengthen the cohesion of the nation, eventually core value helpful to practice our values. The second part is "the level of citizens Practicing Socialist Core Values of" and the reasons for the problem. Part of the citizen patriotism the improper understanding, occupation moral anomie and serious dishonesty in the social life of the phenomenon, the problems of interpersonal indifference between the core values of social practice level of citizens; analyzes the main causes of these problems the foreign trends of the influx of the negative effect of the market economy, the society is in transition period, laws and regulations lag and so on. The third part is "the principles and Countermeasures of practicing the citizen level of socialist core values. It is pointed out that adhere to the Marx doctrine of guiding ideology and clear the essence of socialism, adhere to the people-oriented and adhere to the basis of the practice of socialist core values practice, principle of persistence; according to the second part of the problems and put forward to strengthen the public The publicity and education of core values at the people level should be carried out to carry forward the excellent traditional culture of the Chinese nation, actively respond to the negative effects of the rapid development of society, and pay attention to the corresponding policies and regulations.
