村鎮(zhèn)地理信息管理與服務平臺構建與應用研究

【摘要】:隨著我國村鎮(zhèn)信息化進程的加快和信息技術的發(fā)展,國家提出了村鎮(zhèn)信息化的“平臺上移、服務下延”發(fā)展戰(zhàn)略,為落實國家村鎮(zhèn)信息化戰(zhàn)略的綜合部署,需要一個基于GIS的平臺對村鎮(zhèn)信息進行有效管理,為村鎮(zhèn)政府以及大眾提供科學服務。目前村鎮(zhèn)信息化建設缺乏統(tǒng)籌規(guī)劃和設計、地理信息資源分散、村鎮(zhèn)平臺各自獨立,導致村鎮(zhèn)信息資源共享困難;村鎮(zhèn)地理信息管理與服務平臺數(shù)量多但專業(yè)性差;村鎮(zhèn)已有平臺沒有與城市地理信息平臺進行良好的銜接;基于村鎮(zhèn)平臺建設的專業(yè)應用系統(tǒng)研究也較少,應用系統(tǒng)提供的服務功能還遠未發(fā)揮出來。針對以上問題,本文依托國家新農(nóng)村建設測繪保障服務項目“新農(nóng)村建設信息系統(tǒng)集成及應用示范”,在深入研究分析前人研究成果基礎上,對村鎮(zhèn)地理信息管理與服務平臺構建與應用進行研究與探討。本研究的主要內(nèi)容包括以下幾方面:(1)分析國內(nèi)外城市與村鎮(zhèn)地理信息平臺建設的研究現(xiàn)狀,總結當前村鎮(zhèn)地理信息平臺建設中存在的問題:一是,目前村鎮(zhèn)信息管理與服務平臺數(shù)量多但專業(yè)性差;二是,村鎮(zhèn)信息標準化水平不高,共享體系不健全;三是,目前已有的村鎮(zhèn)平臺沒有與城市地理信息平臺建設銜接在一起;四是,基于村鎮(zhèn)地理信息平臺的應用系統(tǒng)研究較少,且應用系統(tǒng)的服務功能較為單一,發(fā)揮的應用效果也一般。(2)結合實地調(diào)研新泰市羊流鎮(zhèn)經(jīng)濟社會發(fā)展需求,進行了細致全面的需求分析,主要包括:對村鎮(zhèn)地理信息的展示與管理、運維管理、信息服務以及服務管理進行功能需求分析;平臺的實用性、人性化、安全性以及穩(wěn)定性等性能需求分析;對村鎮(zhèn)政務用戶、企業(yè)用戶及社會公眾用戶三類用戶群體進行數(shù)據(jù)需求分析;從系統(tǒng)、經(jīng)濟的觀點出發(fā),充分考慮村鎮(zhèn)用戶的特點,對平臺及應用系統(tǒng)進行技術需求分析。(3)構建了平臺總體框架結構,包括運行支撐層、基礎數(shù)據(jù)層、平臺服務層以及用戶應用層4部分;并深入分析和探討了村鎮(zhèn)地理信息平臺及應用系統(tǒng)構建過程中用到的關鍵技術,主要包括地圖服務技術、前端及后端技術。(4)基于“天地圖·新泰”,構建了羊流鎮(zhèn)地理信息管理與服務平臺,充分利用“天地圖·新泰”提供的公共地理信息服務資源,實現(xiàn)了村鎮(zhèn)平臺與數(shù)字新泰公共地理信息服務平臺的良好銜接,從而節(jié)省數(shù)據(jù)采集及處理成本,更好地發(fā)揮公共資源的效益,提高平臺的開發(fā)效率。(5)基于羊流鎮(zhèn)地理信息管理與服務平臺,結合羊流鎮(zhèn)政務管理、社區(qū)管理、基本農(nóng)田管理以及土地流轉管理的需要,研發(fā)集成了4個應用系統(tǒng):羊流鎮(zhèn)政務管理系統(tǒng)、羊流鎮(zhèn)官橋社區(qū)管理系統(tǒng)、羊流鎮(zhèn)基本農(nóng)田管理系統(tǒng)、羊流鎮(zhèn)土地流轉信息管理系統(tǒng),實現(xiàn)了地圖基本操作及相關的屬性查詢、羊流鎮(zhèn)專題信息展示分析等一系列功能,具有較大應用價值,為研究村鎮(zhèn)平臺集成應用起到一定的借鑒作用。羊流鎮(zhèn)地理信息管理與服務平臺及應用系統(tǒng)可以系統(tǒng)、方便、快捷的對村鎮(zhèn)地理信息進行規(guī)劃管理,為政府、企業(yè)、村民等提供全面的便捷服務,從而大力推進村鎮(zhèn)管理、公共服務的網(wǎng)絡化、精細化與智慧化,促進信息惠民,提高廣大村民生活水平。
[Abstract]:With the acceleration of the informatization process and the development of information technology in our villages and towns, the state has put forward the development strategy of "platform shift and service extension" for village and town informatization. In order to implement the comprehensive deployment of the national village and town information strategy, a platform based on GIS is needed to effectively manage the information of villages and towns, and provide the village government and the public with science. At present, the village and town information construction lacks the overall planning and design, the geographical information resources are scattered, the village and town platform is independent, which leads to the difficulties in the sharing of information resources in villages and towns; the number of village and town geographic information management and service platform is large, but the professional nature is poor; the village and town platform does not connect well with the city and city geographic information platform; based on the village and town. The research on the professional application system of the platform construction is also less, and the service function provided by the application system is far from being brought into play. In view of the above problems, this paper relies on the national new rural construction surveying and mapping service project "new rural construction information system integration and application demonstration", and on the basis of in-depth research and analysis of previous research results, the village and town geography The main contents of this study include the following aspects: (1) analyzing the status of the research on the construction of urban and rural geographic information platform at home and abroad, and summarizing the existing problems in the construction of the village and town geographic information platform: first, the number of village and town information management and service platform is more than the same. But the specialty is poor; two, the level of village and town information standardization is not high, the sharing system is not sound; three, the existing village and town platform is not connected with the construction of urban geographic information platform; four, the application system based on the village and town geographic information platform is less, and the service function of the system should be more single, and the application effect of the system should be played. (2) (2) a detailed and comprehensive requirement analysis is carried out on the basis of on-the-spot investigation of the needs of the economic and social development of Yang Liu town in Xintai. It mainly includes the functional requirements analysis of the display and management of village and town geographic information, operation and maintenance management, information service and service management, and the performance of the platform's practicality, humanization, security and stability. In order to analyze the data requirement analysis of the three groups of user groups, enterprise users and social public users, from the viewpoint of the system and the economy, take full consideration of the characteristics of the village and town users and analyze the technical requirements of the platform and the application system. (3) the overall frame structure of the flat platform is constructed, including the operation support layer and the basic data layer. 4 parts of platform service layer and user application layer, and the key technologies used in the construction process of village and town geographic information platform and application system are deeply analyzed and discussed, including map service technology, front end and back end technology. (4) based on "sky map Xintai", the geographic information management and service platform of sheep flow town is constructed, and the full use of the platform is made. The public geographic information service resources provided by "Tian map Xintai" have realized the good connection between the village platform and the digital Xintai public geographic information service platform, thus saving the data collection and processing cost, giving full play to the benefit of the public resources and improving the development efficiency of the platform. (5) based on the geography information management and service of the sheep flow Town, With the need of government administration, community management, basic farmland management and land transfer management, 4 application systems have been integrated: sheep flow town administration system, Yang Liu Zhen Guan bridge community management system, sheep flow town basic farmland management system, sheep flow Town Land and land transfer information management system, which realized the basic operation and phase of map. A series of functions, such as the attribute inquiry, the feature information display and analysis of sheep flow Town, is of great application value. It can be used as a reference for the study of the integrated application of village and town platform. The geographic information management and service platform and application system of Yang Liu town can be systematic, convenient and quick for the planning and management of the village and town geographic information, for the government and the enterprise The villagers, such as the villagers, provide comprehensive and convenient services, so as to promote the management of villages and towns, the network of public services, the refinement and wisdom, the promotion of information benefiting the people and the improvement of the living standards of the villagers.
