皖江抗日根據(jù)地經(jīng)濟(jì)建設(shè)研究

【摘要】：1941年1月,新四軍第七師在安徽皖江南北開辟了著名的皖江抗日根據(jù)地。經(jīng)過4年的建設(shè)和發(fā)展,根據(jù)地各項(xiàng)事業(yè)欣欣向榮,最為突出的是根據(jù)地經(jīng)濟(jì)建設(shè)。抗戰(zhàn)時(shí)期,中國共產(chǎn)黨領(lǐng)導(dǎo)的敵后抗日根據(jù)地既要對敵作戰(zhàn),又要開展根據(jù)地建設(shè)。眾所周知,根據(jù)地建設(shè)是中國共產(chǎn)黨領(lǐng)導(dǎo)革命取得勝利的重要保障,而根據(jù)地的經(jīng)濟(jì)建設(shè)是維持根據(jù)地穩(wěn)定的基礎(chǔ)。皖江抗日根據(jù)地軍民依靠得天獨(dú)厚的自然條件,不畏困難,艱苦奮斗,在斗爭形勢嚴(yán)峻的抗戰(zhàn)相持階段創(chuàng)造了根據(jù)地經(jīng)濟(jì)大發(fā)展的偉大成就。皖江抗日根據(jù)地經(jīng)濟(jì)建設(shè)離不開毛澤東提出的一系列關(guān)于抗戰(zhàn)時(shí)期根據(jù)地經(jīng)濟(jì)發(fā)展理論的指導(dǎo)。毛澤東最早提出“發(fā)展經(jīng)濟(jì),保障供給”的戰(zhàn)時(shí)經(jīng)濟(jì)總方針成為各根據(jù)地建設(shè)的方向和目標(biāo);他提出的“公私兼顧”的經(jīng)濟(jì)思想為根據(jù)地私營經(jīng)濟(jì)的發(fā)展提供了理論保障;提出的“減租減息和開展大生產(chǎn)運(yùn)動(dòng)”的要求成為根據(jù)地經(jīng)濟(jì)建設(shè)的基礎(chǔ);提出的“注重經(jīng)濟(jì)工作和財(cái)政制度建設(shè)關(guān)系”的要求提醒著各根據(jù)地要注重經(jīng)濟(jì)制度建設(shè);提出的“倡導(dǎo)節(jié)約、精兵簡政”的思想不但弘揚(yáng)了勤儉節(jié)約的精神,還提高了黨政干部的工作效率;提出的“依靠群眾開展合作社經(jīng)濟(jì)”的要求推動(dòng)了根據(jù)地各行業(yè)合作社經(jīng)濟(jì)的快速發(fā)展。這些思想成為毛澤東新民主主義經(jīng)濟(jì)理論的重要組成部分,指導(dǎo)著各根據(jù)地的經(jīng)濟(jì)建設(shè)。皖江抗日根據(jù)地經(jīng)濟(jì)建設(shè)的成就正是對毛澤東新民主主義經(jīng)濟(jì)理論的實(shí)踐和驗(yàn)證。皖江抗日根據(jù)地經(jīng)濟(jì)建設(shè)的內(nèi)容主要包括農(nóng)業(yè)和手工業(yè)的發(fā)展;貿(mào)易發(fā)展;財(cái)政稅收以及貨幣金融四個(gè)方面。農(nóng)業(yè)是根據(jù)地建設(shè)發(fā)展的根本,手工業(yè)是根據(jù)地物資補(bǔ)給和群眾生活用品的來源;貿(mào)易發(fā)展是根據(jù)地實(shí)現(xiàn)商品流通和外幣收入的主要形式;財(cái)政稅收是根據(jù)地財(cái)經(jīng)收入、援助友軍和開支用度的制度保障;貨幣金融是根據(jù)地開展貨幣斗爭和繁榮市場的經(jīng)濟(jì)手段。這四個(gè)方面都取得了顯著的經(jīng)濟(jì)建設(shè)效益,成果斐然。皖江抗日根據(jù)地經(jīng)濟(jì)建設(shè)所取得的非凡成就,不但對新四軍的抗戰(zhàn)起到了重要的歷史貢獻(xiàn)作用,同時(shí)還為現(xiàn)階段皖江經(jīng)濟(jì)帶的規(guī)劃發(fā)展帶來了重要的經(jīng)驗(yàn)啟示。皖江經(jīng)濟(jì)帶是長江經(jīng)濟(jì)帶的重要組成部分,是當(dāng)今安徽皖江地區(qū)重點(diǎn)打造的承接長三角地區(qū)產(chǎn)業(yè)轉(zhuǎn)移,服務(wù)“一帶一路”戰(zhàn)略規(guī)劃的重要經(jīng)濟(jì)增長級。皖江抗日根據(jù)地與皖江經(jīng)濟(jì)帶地理位置高度重合,歷史已經(jīng)證明皖江人民可以創(chuàng)造經(jīng)濟(jì)發(fā)展的奇跡,當(dāng)今的皖江經(jīng)濟(jì)帶發(fā)展依然可以乘風(fēng)破浪,砥礪前行。
[Abstract]:In January 1941, the Seventh Division of the New fourth Army opened a famous anti-Japanese base area in the south and north of Anhui. After 4 years of construction and development, the base area's various undertakings flourish, most prominent is the base area economic construction. During the anti-Japanese War, the anti-Japanese base areas behind the enemy led by the CPC not only fought against the enemy, but also built the base areas. As we all know, the construction of base areas is an important guarantee for the victory of the revolution led by the Communist Party of China, and the economic construction of the base areas is the basis for maintaining the stability of the base areas. The military and the people in the Anhwei River Anti-Japanese Base area relied on the unique natural conditions, did not fear difficulties, worked hard, and created great achievements in the great economic development of the base area during the period of stalemate in the severe situation of the struggle against Japan. The economic construction of the Anhwei River Anti-Japanese Base area can not be separated from the guidance of a series of theories on the economic development of the base area put forward by Mao Zedong during the War of Resistance against Japan. Mao Zedong first put forward the wartime economic general policy of "developing economy and ensuring supply", which became the direction and goal of the construction of base areas, and provided the theoretical guarantee for the development of private economy in base areas by his economic thought of "taking account of both public and private". The demand of "reducing rent and interest and carrying out mass production movement" becomes the basis of economic construction in base areas, and the requirement of "paying attention to the relationship between economic work and financial system construction" reminds all base areas to pay attention to the construction of economic system. The idea of "advocating economy and simplifying government" not only carries forward the spirit of thrift, but also improves the working efficiency of party and government cadres. The requirement of "relying on the masses to develop cooperative economy" has promoted the rapid development of cooperative economy in various industries in the base area. These thoughts become an important part of the new-democratic economic theory of Mao Zedong and guide the economic construction of each base area. The achievement of economic construction in Anwei River anti-Japanese base area is the practice and verification of Mao Zedong's new democratic economy theory. The contents of the economic construction in the Anhwei River Anti-Japanese Base area mainly include the development of agriculture and handicraft industry, the development of trade, the finance and taxation, and the money and finance. Agriculture is the basis for the construction and development of the base areas, handicrafts are the source of supplies and supplies for the masses in the base areas; trade development is the main form of commodity circulation and foreign currency income based on the areas; and the fiscal and tax revenue is the financial and financial income of the base areas. Institutional guarantees for aiding friendly forces and spending; money and finance are economic instruments based on monetary struggles and market prosperity. These four aspects have made remarkable economic construction benefit, the achievement is remarkable. The remarkable achievements made in the economic construction of the Anhwei River Anti-Japanese Base area not only played an important historical contribution to the War of Resistance against Japan of the New fourth Army, but also brought important experience and enlightenment to the planning and development of the Anhui River economic belt at the present stage. The Anhui River Economic Belt is an important part of the Yangtze River Economic Belt and an important level of economic growth to undertake the industrial transfer in the Yangtze River Delta region and to serve the strategic planning of "Belt and Road". The anti-Japanese base area of Anhui River coincides with the geographical location of the economic belt of Anhui River. History has proved that the people of Anhui River can create a miracle of economic development, and the development of the economic belt in Anhui River today can still take advantage of the wind and waves and forge ahead.
