【摘要】：據騰訊公司微信團隊在2017微信公開課PRO版上發(fā)布《2016微信數據報告》顯示,截止到2016年9月,微信平均日登錄用戶已達到7.68億,其中50%的用戶每天使用微信超過90分鐘�？梢�,微信已逐漸融入到人們的日常生活中,微信時代已經到來。微信的迅速發(fā)展和普及為我國政府施政和政務服務提供了新的發(fā)展空間。自2013年起,我國政務微信發(fā)展迅猛,如今已逾10萬。政務微信將我國政府的政務服務從線下搬到線上,把傳統(tǒng)的政務服務工作遷移到移動互聯網終端,并延伸到公眾的指尖上,開啟了“指尖上政務服務”的新時代。政務微信為我國公眾獲取信息、辦理業(yè)務、咨詢政策等提供了極大的便利,已成為我國政府政務公開的新平臺、公共服務的新途徑、政民互動的新渠道。但政務微信作為一種新事物,其發(fā)展過程中必然會面臨一些問題和挑戰(zhàn),如整體發(fā)展不均衡、功能定位不清、質量參差不齊、政民互動溝通不足、輿論引導能力不足、辦事能力不足,服務功能重疊等。針對這些問題,本文從打造協(xié)同聯動的整體規(guī)劃、準確定位政務微信功能、制定政務微信管理制度體系、重視和提高政務微信質量、打造專業(yè)化團隊與加強政企合作、加強政務微信輿論引導和文化建設六個方面提出了具有建設性和前瞻性的發(fā)展路徑。本文以新公共服務理論、政府工具理論、網絡社會理論、傳播學使用與滿足理論為基礎,采用文獻研究、問卷調查和案例分析的研究方法,通過對政務微信的概念、特征、發(fā)展現狀和功能的研究,發(fā)現并總結出政務微信發(fā)展過程中存在的問題,并提出相應的發(fā)展路徑。本文一共分為五個部分:第一部分,緒論;第二部分,政務微信的概念與理論基礎;第三部分,政務微信的發(fā)展現狀及其功能分析;第四部分,政務微信發(fā)展中存在的問題及原因;第五部分,政務微信的發(fā)展路徑探討。面對“互聯網+”的發(fā)展浪潮,政務微信有望成為“互聯網+政務”的新工具,其發(fā)展前景也將更加廣闊。目前,我國政務微信的建設和發(fā)展已經取得了一些成績,但還存在許多的問題和不足,而如何促使我國政務微信向更好的方向發(fā)展,則需要政府、公眾和企業(yè)的共同努力。
[Abstract]:As of September 2016, the average daily number of WeChat users had reached 768 million, with 50 percent of users using WeChat for more than 90 minutes a day, according to Tencent's WeChat team, which posted < 2016 WeChat data report > on the PRO version of its 2017 WeChat Open course. Visible, WeChat has gradually integrated into people's daily life, WeChat era has come. The rapid development and popularization of WeChat has provided new development space for our government administration and government affairs service. Since 2013, China's government WeChat has grown rapidly, now more than 100000. The government affairs WeChat moves the government affairs service of our country from offline to the line, transfers the traditional government affairs service work to the mobile Internet terminal, and extends to the public fingertip, which opens the new era of the "government affairs service on the fingertip". Government WeChat has provided great convenience for the public to obtain information, deal with business, consult policy, etc. It has become a new platform for our government to open government affairs, a new way of public service, and a new channel of interaction between government and people. However, as a new thing, government WeChat is bound to face some problems and challenges in its development, such as uneven overall development, unclear function orientation, uneven quality, insufficient interaction between the government and the people, and insufficient public opinion guidance. Ability to handle affairs is insufficient, service function overlaps, etc. In order to solve these problems, this paper aims at establishing the overall plan of coordination and linkage, accurately positioning the function of government WeChat, formulating the system of government affairs WeChat management system, paying attention to and improving the quality of government affairs WeChat, building a specialized team and strengthening the cooperation between government and enterprise. Strengthening the public opinion guidance and cultural construction of WeChat put forward constructive and forward-looking development path. Based on the theory of new public service, the theory of government tools, the theory of network society, the theory of communication and the theory of application and satisfaction, this paper adopts the methods of literature research, questionnaire investigation and case analysis, through the concept and characteristics of government WeChat. Based on the research of current situation and function, the problems existing in the development process of government WeChat are found and summarized, and the corresponding development path is put forward. This paper is divided into five parts: the first part, the introduction; the second part, the concept and theoretical basis of the government WeChat; the third part, the development of government WeChat and its function analysis; the fourth part, The fifth part discusses the development path of government WeChat. In the face of the development tide of "Internet", government WeChat is expected to become a new tool of "Internet government", and its development prospect will be wider. At present, the construction and development of government affairs WeChat has made some achievements, but there are still many problems and shortcomings. How to promote the development of government affairs WeChat needs the joint efforts of the government, the public and enterprises.
