【摘要】：現(xiàn)如今,恐怖主義犯罪進(jìn)入到了一個(gè)新的時(shí)期。不同于傳統(tǒng)的恐怖主義犯罪,在科技高速發(fā)展的今天,恐怖主義犯罪也具備了新的特質(zhì),不僅在犯罪手段、組織方式等方面更加高科技化,而且在犯罪對(duì)象、活動(dòng)區(qū)域等方面也更為的靈活化,世界恐怖主義犯罪也趨于全球化、國(guó)際化方向發(fā)展,各國(guó)、各地區(qū)的恐怖組織的聯(lián)系也更為緊密,呈現(xiàn)出一個(gè)龐雜的關(guān)系網(wǎng)絡(luò)。因此,這也為各國(guó)、各地區(qū)的反恐工作帶來(lái)了一定挑戰(zhàn)。在當(dāng)前嚴(yán)峻的國(guó)際形勢(shì)下,我國(guó)也面臨著針對(duì)其亟待解決的難題。新疆地區(qū)作為我國(guó)暴恐犯罪的頻發(fā)地區(qū),具有深刻的歷史根源,與國(guó)際恐怖主義犯罪、國(guó)際恐怖組織、境外恐怖組織等具有深刻的聯(lián)系,例如中亞地區(qū)的恐怖主義犯罪,長(zhǎng)期以來(lái)一直影響著新疆地區(qū)的和諧與穩(wěn)定。因此研究新疆恐怖主義犯罪具有非常重要的現(xiàn)實(shí)意義。新疆地區(qū)位于我國(guó)西北方向,地處亞歐大陸的中心地帶,周邊與八個(gè)國(guó)家接壤,是我國(guó)最大的省級(jí)行政區(qū),其重要性不言而喻。然而近年來(lái),新疆地區(qū)恐怖主義犯罪時(shí)有發(fā)生。尤其自2009年烏魯木齊“7·5”事件以來(lái),新疆恐怖主義犯罪進(jìn)入到了一個(gè)新的時(shí)期,從組織方式、犯罪手段、犯罪對(duì)象及活動(dòng)范圍等方面來(lái)看,均與以往的恐怖主義犯罪不同。針對(duì)近年來(lái)新疆恐怖主義犯罪的新變化和新特點(diǎn),本文著重以新疆地區(qū)的暴恐犯罪的演變趨勢(shì)為研究重點(diǎn),通過(guò)分析其現(xiàn)狀及特點(diǎn),聯(lián)系國(guó)際恐怖主義犯罪的現(xiàn)狀及特點(diǎn),在國(guó)際大的環(huán)境下根據(jù)新疆地區(qū)實(shí)際情況研究新疆恐怖主義犯罪的未來(lái)趨勢(shì),以期能夠?yàn)樾陆姆纯止ぷ魈峁┮欢ǖ慕梃b,從而保證新疆的和諧發(fā)展和繁榮穩(wěn)定。目前,學(xué)界對(duì)新疆恐怖主義犯罪的研究主要是從其產(chǎn)生原因、對(duì)策及預(yù)防等方面為重點(diǎn),或者是從立法的角度對(duì)其進(jìn)行研究。而在犯罪的趨勢(shì)方面,國(guó)內(nèi)外相關(guān)研究較少,目前少數(shù)著作對(duì)國(guó)際恐怖主義犯罪的趨勢(shì)及我國(guó)恐怖主義犯罪的趨勢(shì)有所論及,但篇幅較少,而相關(guān)文章雖有所論及,時(shí)間上較為久遠(yuǎn),參考度不高,針對(duì)新疆恐怖主義犯罪的趨勢(shì)方面稍少有論及。因此,本文側(cè)重于以新疆恐怖主義犯罪的趨勢(shì)為研究重點(diǎn),在結(jié)合現(xiàn)有的研究基礎(chǔ)之上,通過(guò)分析恐怖主義犯罪的概念、現(xiàn)狀及特質(zhì),進(jìn)而總結(jié)出其趨勢(shì)。尤其是在新疆恐怖主義犯罪與國(guó)際恐怖主義犯罪及國(guó)際恐怖組織的聯(lián)系上,筆者結(jié)合了國(guó)際恐怖主義犯罪的趨勢(shì),旨在于國(guó)際大的環(huán)境下研究新疆恐怖主義犯罪的趨勢(shì)問(wèn)題,進(jìn)而分析其未來(lái)趨勢(shì)。
[Abstract]:Nowadays, the crime of terrorism has entered a new period. Unlike the traditional terrorist crimes, with the rapid development of science and technology today, terrorist crimes also have new characteristics. They are not only more high-tech in terms of criminal means and organizational methods, but also more sophisticated in the object of crime. The activity area and other aspects are more flexible, the world terrorism crime also tends to globalization, the internationalization direction development, the each country, the each region terrorist organization's connection is also closer, presents a huge and complicated relation network. Therefore, this also brings certain challenges to the anti-terrorism work of all countries and regions. In the current severe international situation, China is also facing a difficult problem to be solved. Xinjiang, as a region with frequent occurrence of violent terrorist crimes in China, has profound historical roots, and has profound links with international terrorist crimes, international terrorist organizations, and foreign terrorist organizations, such as terrorist crimes in Central Asia. For a long time, it has been affecting the harmony and stability of Xinjiang. Therefore, the study of terrorist crimes in Xinjiang has a very important practical significance. Xinjiang is located in the northwest of China, located in the heart of Eurasia, bordering on eight countries, is the largest provincial administrative region in China, and its importance is self-evident. However, in recent years, the crime of terrorism in Xinjiang region has occurred from time to time. Especially since the "7.5" incident in Urumqi in 2009, the crime of terrorism in Xinjiang has entered a new period. It is different from the previous terrorist crimes in terms of organization, criminal means, object of crime and scope of activities. In view of the new changes and new characteristics of terrorist crimes in Xinjiang in recent years, this paper focuses on the evolution trend of violent terrorist crimes in Xinjiang region. By analyzing its present situation and characteristics, this paper links with the present situation and characteristics of international terrorist crimes. This paper studies the future trend of the crime of terrorism in Xinjiang according to the actual situation of Xinjiang under the international environment, in order to provide some reference for the anti-terrorist work in Xinjiang, thus ensuring the harmonious development, prosperity and stability of Xinjiang. At present, the academic research on the crime of terrorism in Xinjiang is mainly focused on the causes, countermeasures and prevention, or from the angle of legislation. But in the crime trend aspect, the domestic and foreign correlation research is relatively few, at present a few works on the international terrorism crime tendency and our country terrorism crime tendency has discussed, but the space is less, and the related article has discussed, The time is long, the reference degree is not high, in view of Xinjiang terrorism crime tendency aspect little discussion. Therefore, this paper focuses on the trend of terrorism crime in Xinjiang, combined with the existing research basis, through the analysis of the concept, current situation and characteristics of terrorist crime, and then summed up its trend. Especially in the connection of the terrorist crime in Xinjiang with the international terrorist crime and the international terrorist organization, the author combines the trend of the international terrorist crime, aiming at studying the trend problem of the terrorist crime in Xinjiang under the international environment. And then analyze its future trend.
