大學(xué)生“村官”激勵(lì)機(jī)制研究

【摘要】:大學(xué)生村官計(jì)劃,是黨中央為促進(jìn)社會(huì)主義新農(nóng)村建設(shè)、加強(qiáng)基層干部隊(duì)伍建設(shè)、促進(jìn)高素質(zhì)人才合理流動(dòng)、縮小城鄉(xiāng)發(fā)展差距、解決大學(xué)生就業(yè)問(wèn)題而做出的一項(xiàng)有利于中國(guó)特色社會(huì)主義事業(yè)發(fā)展的戰(zhàn)略決策。為更好地貫徹落實(shí)中央的決策,各地也相繼出臺(tái)相關(guān)政策法規(guī),希望農(nóng)村人才隊(duì)伍的素質(zhì)得以提高,結(jié)構(gòu)得以優(yōu)化,從而解決新農(nóng)村建設(shè)中的人才短板和智力短板問(wèn)題。大學(xué)生村官計(jì)劃在全國(guó)的推廣實(shí)施,培養(yǎng)了一大批具有基層工作經(jīng)驗(yàn)的社會(huì)主義新農(nóng)村建設(shè)骨干人才,加強(qiáng)了黨政干部隊(duì)伍后備力量,為各行各業(yè)輸出了一大批優(yōu)秀人才,為社會(huì)主義建設(shè)注入了新的活力。大學(xué)生“村官”計(jì)劃的實(shí)施雖然取得了一定的成效,但新形勢(shì)下一些問(wèn)題也暴露出來(lái),大學(xué)生“村官”流失率比較高,期滿續(xù)約率比較低,特別是現(xiàn)行激勵(lì)機(jī)制亟需完善,使之與我國(guó)當(dāng)前的經(jīng)濟(jì)新常態(tài)相適應(yīng)。作為大學(xué)生村官計(jì)劃的重要組成部分,大學(xué)生“村官”激勵(lì)機(jī)制在增強(qiáng)大學(xué)生“村官”的責(zé)任感和使命感,提高工作效率和履職水平,降低流失率等方面,都發(fā)揮著重要作用。建立健全大學(xué)生“村官”激勵(lì)機(jī)制,是促進(jìn)大學(xué)生“村官”發(fā)揮聰明才智、保障新農(nóng)村建設(shè)穩(wěn)步推進(jìn)的關(guān)鍵。本文綜合運(yùn)用文獻(xiàn)分析和問(wèn)卷調(diào)查等方法,堅(jiān)持理論與實(shí)踐相結(jié)合的原則,深入、系統(tǒng)地分析和闡述大學(xué)生“村官”的激勵(lì)機(jī)制問(wèn)題。本文對(duì)當(dāng)前建立多元化薪酬結(jié)構(gòu),保證了大學(xué)生“村官”薪酬待遇、加強(qiáng)對(duì)大學(xué)生“村官”的關(guān)懷,營(yíng)造良好的外部環(huán)境、建立培訓(xùn)和考核機(jī)制,提高大學(xué)生“村官”的履職水平、制定一系列優(yōu)惠政策,吸引高校畢業(yè)生的加入、提供多樣化路徑選擇,引導(dǎo)人才的有序流動(dòng)等進(jìn)行了分析,研究了大學(xué)生“村官”的主要激勵(lì)措施及成效,指出大學(xué)生“村官”激勵(lì)機(jī)制存在激勵(lì)手段單一、工作激勵(lì)缺失、考核評(píng)價(jià)工作流于形式、培訓(xùn)制度不健全、激勵(lì)配套政策不完善等諸多問(wèn)題,并深入分析了大學(xué)生“村官”激勵(lì)機(jī)制存在問(wèn)題的主要原因:片面強(qiáng)調(diào)物質(zhì)激勵(lì)充分調(diào)動(dòng)大學(xué)生“村官”工作的積極性;大學(xué)生“村官”大部分工作任務(wù)都圍繞基層展開(kāi),一些工作內(nèi)容對(duì)于大學(xué)生“村官”來(lái)說(shuō)比較枯燥且缺乏挑戰(zhàn)性;沒(méi)有把考核評(píng)價(jià)工作落到實(shí)處;沒(méi)有將農(nóng)村工作實(shí)際與大學(xué)生“村官”的知識(shí)結(jié)構(gòu)差異進(jìn)行統(tǒng)籌考慮;忽視了大學(xué)生“村官”的多樣化需求。最后基于這些原因,提出綜合運(yùn)用多種激勵(lì)手段,實(shí)行差別激勵(lì)、創(chuàng)設(shè)成長(zhǎng)環(huán)境,營(yíng)造良好的工作激勵(lì)氛圍、健全考核體系,給予準(zhǔn)確評(píng)價(jià)、完善培訓(xùn)制度,促進(jìn)個(gè)人發(fā)展、完善配套措施,做好保障工作等,以完善大學(xué)生“村官”激勵(lì)機(jī)制,為新時(shí)期加強(qiáng)大學(xué)生村干部隊(duì)伍建設(shè)提供理論支撐和決策參考。
[Abstract]:The plan for college students' village officials is to promote the construction of new socialist countryside, strengthen the building of grass-roots cadres, promote the rational flow of high-quality talents, and narrow the gap between urban and rural development.To solve the problem of employment of college students and make a strategic decision conducive to the development of socialism with Chinese characteristics.In order to carry out the decision of the central government better, all regions have issued the related policies and regulations one after another, hoping that the quality of the rural talent team can be improved and the structure can be optimized, so as to solve the problems of talent shortboard and intellectual shortboard in the construction of new countryside.The promotion and implementation of the plan for university students' village officials throughout the country has trained a large number of backbone talents in the construction of a new socialist countryside with grass-roots work experience, strengthened the reserve force of the party and government cadres, and exported a large number of outstanding talents for various industries.New vitality has been injected into socialist construction.Although the implementation of the "village official" plan of college students has made some achievements, some problems have also been exposed under the new situation. The wastage rate of university students "village official" is relatively high, and the renewal rate of the contract is relatively low, especially the current incentive mechanism needs to be improved urgently.Make it adapt to the new normal state of our current economy.As an important part of the college students' village official plan, the incentive mechanism plays an important role in enhancing the sense of responsibility and mission, improving the work efficiency and performance level, reducing the wastage rate and so on.Establishing and perfecting the incentive mechanism of college students'"village officials" is the key to promote the university students'"village officials" to display their wisdom and intelligence, and to ensure the steady progress of the construction of new countryside.By means of literature analysis and questionnaire survey, this paper insists on the principle of combining theory with practice, deeply and systematically analyzes and expounds the incentive mechanism of college students'"village officials".In this paper, we set up a diversified salary structure, guarantee the salary treatment of college students' village officials, strengthen the care of college students' village officials, create a good external environment, and establish a training and assessment mechanism.To improve the performance of university students'"village officials", to formulate a series of preferential policies, to attract college graduates to join, to provide a variety of paths to choose, to guide the orderly flow of talents, etc.This paper studies the main incentive measures and results of college students'"village official", points out that the incentive mechanism of university student "village official" has single incentive means, lack of work incentive, evaluation work is just a formality, and the training system is not perfect.The paper analyzes the main reasons of the problems in the incentive mechanism of the university students'"village official": the one-sided emphasis on the material incentive fully arouses the enthusiasm of the university student "village official" work;Most of the work tasks of college students'"village officials" revolve around the grass roots. Some of the work contents are boring and lack of challenge for college students'"village officials", and the assessment and evaluation work has not been carried out.The differences of knowledge structure between rural work and college students' village officials are not considered as a whole, and the diversified demands of college students'"village officials" are ignored.Finally, based on these reasons, the author puts forward that comprehensive use of various incentives, the implementation of differential incentives, the creation of a growth environment, the creation of a good working incentive atmosphere, the sound assessment system, the accurate evaluation, the improvement of the training system, and the promotion of personal development.In order to perfect the incentive mechanism of college students'"village officials" and provide theoretical support and decision reference for strengthening the construction of college students' village cadres in the new period.
