【摘要】：我國(guó)自2000年全面進(jìn)入老齡化社會(huì)以來(lái),養(yǎng)老問(wèn)題不斷突出,逐漸增多的老年人口和這一群體的需求多樣性都對(duì)養(yǎng)老模式提出了新的要求。傳統(tǒng)的家庭養(yǎng)老和以居家、社區(qū)、機(jī)構(gòu)為基礎(chǔ)的社會(huì)化養(yǎng)老模式已經(jīng)不能滿足部分老年人渴望到更加適宜居住的地區(qū)進(jìn)行養(yǎng)老的需求�！昂蝤B(niǎo)”老人作為這部分老年人的代表自發(fā)開(kāi)展了“候鳥(niǎo)式”的養(yǎng)老活動(dòng),“候鳥(niǎo)式”養(yǎng)老模式正在作為一種新興的養(yǎng)老模式逐漸發(fā)展起來(lái)。大理市作為云南省西北地區(qū)的核心城市,有著秀美多姿的自然風(fēng)光和四季如春的舒適氣候,是發(fā)展“候鳥(niǎo)式”養(yǎng)老模式的絕佳基地,現(xiàn)已有少量“候鳥(niǎo)”老人自發(fā)前往進(jìn)行周期性的養(yǎng)老活動(dòng)。2016年9月,云南省人民政府頒布了《云南省養(yǎng)老服務(wù)體系建設(shè)“十三五”規(guī)劃》,明確指出要在大理進(jìn)行有關(guān)“候鳥(niǎo)式”模式的發(fā)展布局,并進(jìn)行了一系列初步規(guī)劃�；诖朔N社會(huì)事實(shí)和政策背景,本著學(xué)術(shù)研究在價(jià)值取向上為社會(huì)發(fā)展提供進(jìn)步方案,為城市建設(shè)建言獻(xiàn)策的實(shí)際目標(biāo),對(duì)大理市發(fā)展“候鳥(niǎo)式”養(yǎng)老模式這一主題進(jìn)行了詳細(xì)的研究敘述。本研究通過(guò)對(duì)老齡化社會(huì)及養(yǎng)老問(wèn)題的闡述引入“候鳥(niǎo)式”養(yǎng)老模式,詳細(xì)評(píng)估了大理市在該模式發(fā)展上所具備的政策、環(huán)境、市場(chǎng)、區(qū)位四個(gè)方面的優(yōu)勢(shì)條件,認(rèn)為“候鳥(niǎo)式”養(yǎng)老模式是未來(lái)大理市實(shí)現(xiàn)城市轉(zhuǎn)型和良性發(fā)展的一條優(yōu)勢(shì)路徑。在此基礎(chǔ)上,本研究進(jìn)一步探討了目前發(fā)展的現(xiàn)實(shí)問(wèn)題,將其歸納為發(fā)展意識(shí)、政策管理、配套設(shè)施、服務(wù)水平、市場(chǎng)環(huán)境五個(gè)方面,進(jìn)而針對(duì)具體問(wèn)題展開(kāi)原因分析。據(jù)此,本研究為大理市在下一階段如何妥善解決現(xiàn)有問(wèn)題,穩(wěn)步發(fā)展“候鳥(niǎo)式”養(yǎng)老模式提出了對(duì)策建議,認(rèn)為需要從政策制定、服務(wù)管理、市場(chǎng)秩序、產(chǎn)業(yè)開(kāi)發(fā)和對(duì)外宣傳五個(gè)層面來(lái)開(kāi)展具體工作。促進(jìn)“候鳥(niǎo)式”養(yǎng)老模式在大理市加快發(fā)展,使其既具活力又有特色,以養(yǎng)老模式構(gòu)建帶動(dòng)養(yǎng)老產(chǎn)業(yè)發(fā)展,以養(yǎng)老產(chǎn)業(yè)發(fā)展促進(jìn)城市轉(zhuǎn)型和社會(huì)經(jīng)濟(jì)結(jié)構(gòu)的不斷優(yōu)化。
[Abstract]:Since 2000, our country has entered the aging society in an all-round way, the problem of old-age support has become more and more prominent. The increasing number of the elderly population and the diversity of the needs of this group have put forward new requirements for the old-age model. The institution-based socialized old-age care model can no longer meet the needs of some elderly people who are eager to live in more livable areas for the aged. The "migratory birds", as the representatives of this part of the elderly, have spontaneously developed the "migratory bird style". The "migratory bird" pension model is gradually developing as a new pension model. Dali is the core city in the northwest region of Yunnan Province. With its beautiful natural scenery and a comfortable climate throughout the spring, it is an excellent base for the development of the "migratory bird" pension model. A small number of "migratory birds" have already spontaneously gone to take part in periodic pension activities. In September 2016, The people's Government of Yunnan Province promulgated the "Thirteenth Five-Year Plan" for the Construction of the Endowment Service system in Yunnan Province, which clearly pointed out that the development and layout of the "migratory bird" model should be carried out in Dali. Based on such social facts and policy background, and in the light of academic research's value orientation, it provides a progressive programme for social development and provides advice for the practical objectives of urban construction. This paper makes a detailed research on the theme of the development of "migratory bird" pension model in Dali city. This study introduces the "migratory bird" pension model through the elaboration of the aging society and the problem of the aged. The advantages of Dali in terms of policy, environment, market and location in the development of this model are evaluated in detail. It is considered that the mode of "migratory birds" is an advantageous way to realize the urban transformation and benign development in Dali City in the future. On this basis, this study further discusses the practical problems of current development, and concludes them as development consciousness and policy management. The supporting facilities, service level and market environment are five aspects, and then the causes of the specific problems are analyzed. Based on this, this study aims at how to properly solve the existing problems in Dali City in the next stage. The steady development of the "migratory bird" mode of providing for the aged puts forward some countermeasures and suggestions, that is, the need for policy formulation, service management, and market order, Industrial development and external publicity to carry out specific work. Promote the "migratory bird" pension model in Dali to accelerate the development, make it have both vitality and characteristics, to build a pension model to promote the development of pension industry. The development of endowment industry promotes the urban transformation and the continuous optimization of social and economic structure.
