【摘要】：自國家產(chǎn)生以來,如何對國家進(jìn)行有效的治理就成為每個(gè)國家面臨的重要問題。馬克思恩格斯的著作中包含有豐富的國家治理思想,他們以國家制度的更迭為線索,以資本主義國家管理為背景,在對資本主義國家管理的弊端進(jìn)行批判的基礎(chǔ)上,對社會(huì)主義國家治理進(jìn)行了科學(xué)設(shè)想,形成了馬克思恩格斯的國家治理思想體系。馬克思恩格斯的國家治理思想對于我國國家治理的實(shí)踐具有非常重要的指導(dǎo)意義。挖掘馬克思恩格斯的這些國家治理思想對我國國家治理來說既有理論價(jià)值又有現(xiàn)實(shí)價(jià)值。本文分為三個(gè)部分,第一部分是闡述馬克思恩格斯的國家治理思想的形成和發(fā)展歷程;第二部分闡述馬克思恩格斯國家治理思想的主要內(nèi)容,先是對“國家治理”的基本內(nèi)涵進(jìn)行闡釋,再對資本主義國家治理進(jìn)行批判的基礎(chǔ)上對社會(huì)主義國家治理展開構(gòu)想;第三部分是馬克思恩格斯國家治理思想的當(dāng)代價(jià)值,針對我國當(dāng)前轉(zhuǎn)型期的實(shí)際困境提出要通過完善治理主體和治理環(huán)境等方面推進(jìn)國家治理公共權(quán)力的制度化規(guī)范化、通過提高公民的參與意識和擴(kuò)寬參與渠道推進(jìn)國家治理的人民主權(quán)和民主治理觀、通過樹立正確的法治理念和優(yōu)化立法環(huán)境和司法體制等加強(qiáng)國家治理法治化建設(shè)。
[Abstract]:Since the emergence of the country, how to effectively govern the country has become an important issue facing each country. Marx and Engels' works contain rich ideas of national governance. They take the change of state system as the clue, take the capitalist country management as the background, on the basis of criticizing the malpractice of the capitalist country management, carried on the scientific assumption to the socialist country governance. It forms Marx and Engels' thought system of state governance. Marx and Engels' thought of state governance has very important guiding significance for the practice of our country's governance. Excavate Marx and Engels' state governance. Thought has both theoretical value and practical value for China's national governance. This paper is divided into three parts. The first part is to expound the formation and development course of Marx and Engels' thought of national governance. The second part expounds the main content of Marx and Engels' thought of state governance, first explains the basic connotation of "state governance". Secondly, on the basis of criticizing the governance of capitalist countries, the concept of governance of socialist countries is put forward. The third part is the contemporary value of Marx and Engels' thought of state governance. In view of the practical difficulties in the current transition period in our country, it is proposed that the institutionalization of public power of national governance should be promoted through the improvement of the governance subject and the governance environment. The people's sovereignty and democratic governance concept of national governance can be promoted by raising the citizen's participation consciousness and broadening the participation channels. Through the establishment of a correct concept of the rule of law and the optimization of the legislative environment and judicial system to strengthen the construction of governance by law.
