【摘要】：21世紀(jì)是信息化的世紀(jì),計(jì)算機(jī)技術(shù)的飛速發(fā)展讓各行各業(yè)、千家萬戶享受到了信息化社會(huì)的便利,尤其近年來"互聯(lián)網(wǎng)+"及"大數(shù)據(jù)"、"物聯(lián)網(wǎng)"等新概念、新技術(shù)的提出和發(fā)明,讓城鄉(xiāng)社區(qū)居民的生活越來越離不開信息技術(shù),通過信息技術(shù)在社區(qū)發(fā)揮作用及全面應(yīng)用,來改善社區(qū)的治理及環(huán)境。自2008年國(guó)家全面進(jìn)入建設(shè)社區(qū)信息化以來,黨中央和各地政府不斷出臺(tái)相關(guān)政策,可見信息化的重要性不言而喻:社區(qū)信息化是建設(shè)和諧社會(huì)的重要舉措和基礎(chǔ)工程,是提高社區(qū)管理水平的重要手段,同時(shí)對(duì)城市經(jīng)濟(jì)發(fā)展有著重要的推動(dòng)力,并有助于建設(shè)回應(yīng)型政府。2016年是"十三五"的開局之年,安徽部署了拓展信息經(jīng)濟(jì)新空間的重要任務(wù),主要包括構(gòu)建高速、移動(dòng)、安全、泛在的信息基礎(chǔ)設(shè)施,盡快實(shí)施城市管理、公共服務(wù)等領(lǐng)域的"互聯(lián)網(wǎng)+"行動(dòng)。合肥作為省會(huì)城市,已帶頭進(jìn)入社區(qū)信息化建設(shè)進(jìn)程中。本文從公共管理的角度出發(fā),全面回顧了合肥市區(qū)信息化建設(shè)的發(fā)展歷程,系統(tǒng)的梳理了市區(qū)內(nèi)信息化建設(shè)的主要措施以及目前取得的成效。通過對(duì)資金來源、政策法規(guī)、人才隊(duì)伍、網(wǎng)絡(luò)安全等方面進(jìn)行分析,整理出目前社區(qū)信息化發(fā)展中存在的問題,針對(duì)性的提出要建立良好的投融資機(jī)制、完善各級(jí)法律法規(guī)、打造專業(yè)人才隊(duì)伍、科學(xué)設(shè)計(jì)管理體制等,從而全面提升合肥市社區(qū)信息化水平。
[Abstract]:21th century is the century of information technology, the rapid development of computer technology makes a variety of industries, thousands of families enjoy the convenience of the information society, especially in recent years "Internet" and "big data". "Internet of things" and other new concepts, new technology proposed and invented, let the life of urban and rural community residents more and more inseparable from information technology, through information technology in the community to play a role and comprehensive application. Since 2008, the state has entered the construction of community information, the Party Central Committee and local governments have been issuing related policies. It can be seen that the importance of informatization is self-evident: community informatization is an important measure and basic engineering to build a harmonious society, is an important means to improve the level of community management, and has an important driving force for the development of urban economy. 2016 is the opening year of the 13th Five-Year Plan. Anhui has deployed the important task of expanding the new space of information economy, mainly including building high speed, mobile and security. Ubiquitous information infrastructure, as soon as possible to implement urban management, public services and other areas of "Internet" action. Hefei as the capital city. Has taken the lead in the process of community information construction. From the perspective of public management, this paper comprehensively reviews the development process of Hefei urban informatization construction. Systematically combing the main measures of urban informatization construction and the results achieved at present. Through the source of funds, policies and regulations, talent team, network security and other aspects are analyzed. Sorting out the current problems in the development of community information, pertinently put forward to establish a good investment and financing mechanism, improve the laws and regulations at all levels, to create a team of professionals, scientific design management system. So as to improve the level of community information in Hefei.
