【摘要】：應(yīng)急管理作為現(xiàn)代政府社會(huì)治理的一項(xiàng)重要內(nèi)容,是貫穿事件處置整個(gè)過(guò)程的系統(tǒng)機(jī)制,考驗(yàn)著一個(gè)國(guó)家政府的綜合行政能力,尤其作用于政府的公信力建設(shè),也是對(duì)政府的政務(wù)信息公開、社會(huì)的治理能力以及社會(huì)穩(wěn)定能力的重要考驗(yàn)。而信息溝通作為應(yīng)急管理的基本內(nèi)容,也是最關(guān)鍵的環(huán)節(jié),政府在應(yīng)急管理中的信息溝通是貫穿事件處置整個(gè)過(guò)程的系統(tǒng)機(jī)制,它不僅要求信息的處理真實(shí)有效,而且要求政府與社會(huì)組織、媒體、公民社會(huì)等多主體間進(jìn)行合理溝通,溝通的方式是多元且雙向的,溝通的目的是為了應(yīng)急事件的處置達(dá)到政府和社會(huì)的預(yù)期目標(biāo),因此研究政府應(yīng)急管理中的信息溝通目前存在的問(wèn)題,并從問(wèn)題著手分析深層次的原因,對(duì)于尋找解決問(wèn)題的出路、形成科學(xué)有效的應(yīng)對(duì)方法至關(guān)重要。對(duì)于政府危機(jī)管理中信息溝通問(wèn)題的分析與解決思路,可以選取的角度很多,例如新聞傳播、社會(huì)治理等角度,本文從公共管理的政府危機(jī)管理角度出發(fā),通過(guò)國(guó)內(nèi)外政府的應(yīng)急管理信息溝通研究現(xiàn)狀分析,對(duì)信息溝通的定義、機(jī)制建成要素、意義等核心內(nèi)容進(jìn)行深入研究,并通過(guò)我國(guó)"8.12"天津港爆炸事故和美國(guó)、澳大利亞、日本三國(guó)各具代表性的應(yīng)急管理案例的分析,總結(jié)目前我國(guó)政府在應(yīng)急管理的信息溝通過(guò)程中出現(xiàn)的問(wèn)題及可借鑒的經(jīng)驗(yàn)。以此為基礎(chǔ),探析信息溝通能力建設(shè)的對(duì)策——即尋找解決問(wèn)題的思路。旨在以應(yīng)急管理的主體角度,從政府間、政府與社會(huì)組織間的信息溝通能力建設(shè)、政府信息管理平臺(tái)建設(shè)、社會(huì)參與能力建設(shè)三個(gè)方面尋找政府應(yīng)急管理信息溝通能力建設(shè)的出路。
[Abstract]:Emergency management is an important content of modern government is the system of social governance, event handling mechanism throughout the whole process, a test of comprehensive administrative ability of a national government, especially the construction of credibility to the government's role, but also to the government of the government information disclosure, an important test of governance ability society and social stability and information ability. Communication as the basic content of emergency management, and the key process, the government in the emergency management information system is a communication mechanism throughout the whole process of event handling, it requires not only the information is true and valid, and asked the government and social organizations, the media, civil society and other reasonable communication between the main body, the way of communication is multiple and two-way communication, the purpose is to reach the target of emergency disposal of the government and the society, so the study of emergency management in government There are information communication problems, and start from the problem analysis of deep-seated reasons, to find the way to solve the problem, which is a scientific and effective method for dealing with communication problems and solutions analysis of government information in crisis management, you can select the angle of many, such as journalism and communication, etc. This paper from the perspective of social governance. The angle of the government crisis management public management point of view, through the domestic and foreign government emergency management information communication research present situation analysis, the definition of information communication mechanism, build core elements, significance of further research, and through our "8.12" explosion port of Tianjin and the United States, Australia, Japan Representative analysis emergency management case, summed up China's current government emergency management in the process of information communication problems and experience. On the basis of. -- to find ways to solve the problems in information communication ability construction.
