【摘要】：鄉(xiāng)鎮(zhèn)政府是我國(guó)基層的一級(jí)政權(quán)組織,肩負(fù)著推進(jìn)社會(huì)主義新農(nóng)村建設(shè)的重要使命。隨著新農(nóng)村建設(shè)深入開(kāi)展,鄉(xiāng)鎮(zhèn)政府自身存在的諸多問(wèn)題日益顯現(xiàn),政府體制改革、政府職能轉(zhuǎn)變被提上議事日程�；鶎诱班l(xiāng)鎮(zhèn)干部對(duì)政府職能轉(zhuǎn)變的認(rèn)識(shí)、實(shí)踐尚未跟上形勢(shì)發(fā)展。鄉(xiāng)鎮(zhèn)政府在履行職能過(guò)程中普遍存在越位、缺位、錯(cuò)位現(xiàn)象。近年來(lái),基層農(nóng)村的矛盾糾紛日益加劇,諸如城鄉(xiāng)居民收入差距加大、失地農(nóng)民缺乏相應(yīng)社會(huì)保障、經(jīng)濟(jì)發(fā)展造成生態(tài)環(huán)境惡化等現(xiàn)象屢見(jiàn)不鮮。上述現(xiàn)象導(dǎo)致鄉(xiāng)鎮(zhèn)治理面臨嚴(yán)峻挑戰(zhàn),與構(gòu)建服務(wù)型政府的初衷背道而馳。在構(gòu)建服務(wù)型政府的進(jìn)程中,農(nóng)村基層的矛盾沖突、群體性事件,愈發(fā)聚焦于農(nóng)民爭(zhēng)取自身權(quán)益、政府管理缺失等方面�，F(xiàn)階段我國(guó)鄉(xiāng)鎮(zhèn)政府管理受到嚴(yán)峻挑戰(zhàn),必須加快政府職能轉(zhuǎn)變的步伐。本文旨在以新公共管理理論、地方治理理論為基礎(chǔ),以管治型政府向服務(wù)型政府轉(zhuǎn)變?yōu)楸尘?準(zhǔn)確把握社會(huì)主義新農(nóng)村建設(shè)發(fā)展方向,研究新型城鎮(zhèn)化進(jìn)程中我國(guó)鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變現(xiàn)狀以及存在問(wèn)題,分析構(gòu)建服務(wù)型鄉(xiāng)鎮(zhèn)政府過(guò)程中所遇問(wèn)題和困境,探求解決途徑和方法,為政府部門(mén)決策提供科學(xué)依據(jù)。
[Abstract]:The township government is the first level political power organization at the grass-roots level in China, and is shouldering the important mission of promoting the construction of a new socialist countryside. With the development of the new rural construction, many problems of the township government are becoming increasingly apparent. The reform of the government system and the transformation of government functions have been put on the agenda. The understanding and practice of the transformation of government functions by grass-roots government and township cadres has not kept up with the development of the situation. In the process of performing the functions of the township government, there is a common phenomenon of offside, vacancy and dislocation. In recent years, there are more and more contradictions and disputes at the grass-roots level, such as increasing income gap between urban and rural residents, lack of corresponding social security for landless farmers, and deterioration of ecological environment caused by economic development. The above phenomenon leads to the severe challenge of township governance, which runs counter to the original intention of building a service-oriented government. In the process of building a service-oriented government, the conflicts and group incidents at the grassroots level are increasingly focused on Farmers' rights and interests, and the lack of government management. At the present stage, the management of township government in our country is seriously challenged. It is necessary to speed up the pace of the transformation of government functions. This paper aims to the new public management theory, local governance theory, the governance of government to service government transformation as background, accurately grasp the development direction of the construction of new socialist countryside, change the status of township government functions in China of the new urbanization process and the existing problems, analysis of problems and difficulties encountered in the process of constructing the Service-oriented Township Government in order to solve ways and methods, provide a scientific basis for government decision-making.
