【摘要】：醫(yī)療衛(wèi)生服務(wù)水平是國家公共服務(wù)能力的重要體現(xiàn),衛(wèi)生服務(wù)人才隊伍建設(shè)是實現(xiàn)以個人為中心、以家庭為單位的基層衛(wèi)生服務(wù)的關(guān)鍵。隨著我國醫(yī)療體制結(jié)構(gòu)改革的不斷深入,2011年2月12日衛(wèi)生部下發(fā)了《醫(yī)藥衛(wèi)生中長期人才發(fā)展規(guī)劃(2011-2020)》的通知,主要任務(wù)是強(qiáng)化基層醫(yī)療衛(wèi)生人才隊伍建設(shè)、加強(qiáng)公共衛(wèi)生人才隊伍建設(shè)、大力開發(fā)醫(yī)藥衛(wèi)生急需緊缺專門人才、加強(qiáng)高層次醫(yī)藥衛(wèi)生人才隊伍建設(shè)和統(tǒng)籌推進(jìn)其他各類醫(yī)藥衛(wèi)生人才隊伍建設(shè),由此將我國公共衛(wèi)生醫(yī)療服務(wù)上升到一個新高度。但是就目前而言,我國醫(yī)藥衛(wèi)生中長期人才發(fā)展規(guī)劃任務(wù)完成情況并不理想,尤其是邊遠(yuǎn)少數(shù)民族地區(qū),衛(wèi)生人才資源配置不均勻、管理機(jī)制不健全、專業(yè)結(jié)構(gòu)配置不合理、人才流失問題非常明顯,這導(dǎo)致規(guī)劃任務(wù)的完成難度非常之大。在此背景下,本文以內(nèi)蒙古自治區(qū)錫林郭勒盟衛(wèi)生人才隊伍建設(shè)為研究對象,分析錫林郭勒盟衛(wèi)生人才隊伍建設(shè)的現(xiàn)狀和存在的問題,探討導(dǎo)致問題出現(xiàn)的原因,在已有理論研究和國內(nèi)外先進(jìn)經(jīng)驗的基礎(chǔ)上,提出加快推進(jìn)錫林郭勒盟衛(wèi)生人才隊伍建設(shè)的對策建議。
[Abstract]:The level of medical and health service is an important embodiment of the national public service ability, and the construction of health service talent team is the key to realize the basic level health service with the individual as the center and the family as the unit. With the deepening of the reform of medical system structure, on February 12, 2011, the Ministry of Health issued a circular entitled "Medium-and-long term Talent Development Plan for Medicine and Health (2011-2020)", the main task of which is to strengthen the construction of the contingent of medical and health personnel at the grass-roots level. We will strengthen the construction of public health personnel, vigorously develop medical and health personnel in urgent need of specialized personnel, strengthen the building of high-level medical and health personnel and make overall efforts to promote the construction of other types of medical and health personnel. From this will our country public health medical service rises to a new height. But at present, the development of medical and health personnel in China is not satisfactory, especially in the remote minority areas, the allocation of health personnel resources is uneven, the management mechanism is not perfect, and the professional structure is not reasonable. Brain drain problem is very obvious, which leads to the completion of the planning task is very difficult. Under this background, this paper takes the construction of the health talent team in the Xilingol League of Inner Mongolia Autonomous region as the research object, analyzes the present situation and the existing problems of the construction of the health talent team in the Xilingol League of Inner Mongolia Autonomous region, and probes into the reasons leading to the problems. On the basis of theoretical research and advanced experience at home and abroad, the countermeasures and suggestions for speeding up the construction of health personnel in Xilingol League are put forward.
