【摘要】：現(xiàn)階段我國(guó)倡導(dǎo)新型城鎮(zhèn)化發(fā)展。相比于傳統(tǒng)意義上的城鎮(zhèn)化片面追求城市規(guī)模與空間擴(kuò)張,新型城鎮(zhèn)化不以犧牲農(nóng)業(yè)、生態(tài)環(huán)境為代價(jià),強(qiáng)調(diào)基本公共服務(wù)水平的提高,注重人的發(fā)展,人口城鎮(zhèn)化被認(rèn)為是新型城鎮(zhèn)化的核心,人口城鎮(zhèn)化發(fā)展應(yīng)該和基本公共服務(wù)水平的提高是同步的,然而目前青島市基本公共服務(wù)水平低于人口城鎮(zhèn)化背景下對(duì)于基本公共服務(wù)的需求水平。在人口城鎮(zhèn)化的新視域下,研究如何加強(qiáng)基本公共服務(wù),使其跟上人口城鎮(zhèn)化的步伐顯得尤為迫切與重要。本文以青島市基本公共服務(wù)為切入點(diǎn),通過(guò)實(shí)證分析,探討青島市基本公共服務(wù)現(xiàn)狀與人口城鎮(zhèn)化背景下基本公共服務(wù)需求之間的差距,探尋人口城鎮(zhèn)化背景下青島市基本公共服務(wù)不足的原因,結(jié)合青島市人口城鎮(zhèn)化現(xiàn)狀與基本公共服務(wù)現(xiàn)狀,提出合理建議加強(qiáng)青島市基本公共服務(wù)。論文第一部分對(duì)人口城鎮(zhèn)化與基本公共服務(wù)的相關(guān)理論進(jìn)行了介紹,詳述了相關(guān)理論的內(nèi)容及發(fā)展。第二部分介紹了青島市人口城鎮(zhèn)化現(xiàn)狀并對(duì)未來(lái)青島市人口城鎮(zhèn)化發(fā)展進(jìn)行展望,預(yù)測(cè)未來(lái)人口城鎮(zhèn)化率；介紹青島市基本公共服務(wù)現(xiàn)狀并與國(guó)外發(fā)達(dá)國(guó)家或城市進(jìn)行比較。第三部分運(yùn)用實(shí)證分析,通過(guò)構(gòu)建基本公共服務(wù)指標(biāo)體系,分析基本公共服務(wù)增長(zhǎng)規(guī)律及其與人口城鎮(zhèn)化增速的差距。第四部分探尋人口城鎮(zhèn)化背景下青島市基本公共服務(wù)不足的原因。第五部分提出人口城鎮(zhèn)化背景下加強(qiáng)青島市基本公共服務(wù)的對(duì)策。
[Abstract]:At present, our country advocates the development of new-type urbanization. Compared with the traditional urbanization, which pursues the urban scale and spatial expansion one-sidedly, the new-type urbanization does not emphasize the improvement of basic public service level and the development of human beings at the expense of agriculture and ecological environment. Population urbanization is considered to be the core of new urbanization. The development of population urbanization should be synchronized with the improvement of basic public services. However, the level of basic public service in Qingdao is lower than the demand level of basic public service under the background of urbanization. Under the new vision of population urbanization, it is urgent and important to study how to strengthen the basic public service and make it keep up with the pace of population urbanization. This paper discusses the gap between the current situation of basic public services in Qingdao and the demand for basic public services in the context of urbanization through the empirical analysis of the basic public services in Qingdao. This paper explores the reasons for the insufficiency of basic public services in Qingdao under the background of population urbanization, and puts forward reasonable suggestions to strengthen the basic public services in Qingdao, combining with the present situation of population urbanization and basic public services in Qingdao. The first part of the paper introduces the related theories of population urbanization and basic public service, and details the contents and development of the relevant theories. The second part introduces the present situation of population urbanization in Qingdao and forecasts the urbanization rate of Qingdao in the future, and introduces the present situation of basic public service in Qingdao and compares it with developed countries or cities abroad. The third part uses the empirical analysis, through constructs the basic public service index system, analyzes the basic public service growth law and its disparity with the population urbanization growth rate. The fourth part explores the reasons for the insufficiency of basic public service in Qingdao under the background of population urbanization. The fifth part puts forward the countermeasures to strengthen the basic public service in Qingdao under the background of population urbanization.
