【摘要】：我國自改革開放以來,經(jīng)濟取得了巨大的進步,人民生活水平日益提高,但是我國的基本國情是將長期處于社會主義初級階段,部分人民的生活依舊處在溫飽線以下。我國長期以來實行的是社會主義市場經(jīng)濟制度,并且長期的城鄉(xiāng)二元分割體制導(dǎo)致城市和農(nóng)村的在經(jīng)濟發(fā)展,文化發(fā)展,國民生計方面尤其在社會保障事業(yè)方面的形成了越來越大的鴻溝,在一些農(nóng)村地區(qū),最低收入保障制度,醫(yī)療救助制度,殘疾人社會保障制度都和城市存在著較大的差別。這是不利于中國夢的實現(xiàn)的,與我國的社會發(fā)展目標也是不一致的。本文以合肥市長豐縣為例,調(diào)查長豐縣農(nóng)村社會救助事業(yè)現(xiàn)狀,發(fā)現(xiàn)農(nóng)村社會救助事業(yè)存在的問題,并試圖分析其背后存在的原因,最終給出完善長豐縣社會救助的途徑。本文結(jié)構(gòu)框架如下：本文第一章首先描述了論文是在什么樣的時代背景下創(chuàng)作的,接下來論述了文章的研究意義,從而明確了本文的價值,接著本文講述了為什么要選擇長豐縣農(nóng)村社會救助這個題目作為筆者的畢業(yè)論文。第二章界定了社會救助相關(guān)概念的外延和內(nèi)涵,并且定下了研究范圍,從而為接下來的研究工作定下了良好的基調(diào),并引用了國外社會救助的相關(guān)理論和研究了國內(nèi)社會救助思想,尤其是毛澤東同志的農(nóng)村社會救助思想,為本文分析長豐縣農(nóng)村社會救助工作打下堅實的理論基礎(chǔ)。第三章分析了國內(nèi)外成功社會救助案例,通過對國內(nèi)外成功實施社會救助案例進行研究,尤其是香港地區(qū)、上海市、浙江省的成功案例,得出社會救助事業(yè)成功的普遍規(guī)律,從而為長豐縣的研究積累案例素材。第四章講述了長豐縣農(nóng)村社會救助事業(yè)的現(xiàn)狀,重點突出了取得的成就。第五章指出了長豐縣農(nóng)村社會救助存在的問題,主要是觀念問題,制度問題,資金問題和城鄉(xiāng)差異,并分析了是什么原因?qū)е铝藛栴},最后第六章,筆者給出了自己對于完善長豐縣農(nóng)村社會救助事業(yè)的一些建議。
[Abstract]:Since the reform and opening up, China has made great progress in its economy and the people's living standards have been improving day by day. However, the basic national conditions of our country are that it will be in the primary stage of socialism for a long time. Some people's lives are still below the subsistence line. For a long time, the socialist market economy system has been practised in our country, and the long-standing dual urban-rural division system has led to the economic development and cultural development of cities and rural areas. In terms of national livelihood, especially in the area of social security, a growing gap has formed. In some rural areas, the minimum income guarantee system, the medical assistance system, There are great differences between the social security system of the disabled and the city. This is not conducive to the realization of Chinese Dream and inconsistent with the social development goal of our country. This paper takes Changfeng County of Hefei City as an example. This paper investigates the present situation of rural social assistance in Changfeng County, finds out the problems existing in the cause of rural social assistance, and tries to analyze the reasons behind it. The structure of this paper is as follows: the first chapter describes the background of the paper, and then discusses the significance of the research. Then this paper explains why we should choose the topic of rural social assistance in Changfeng County as my graduation thesis. Chapter two defines the extension and connotation of the related concepts of social assistance. And set the scope of the research, thus setting a good tone for the next research work, and cited the relevant theories of foreign social assistance and studied the domestic social assistance thought, especially Comrade Mao Zedong's thought of rural social assistance. The third chapter analyzes the successful social assistance cases at home and abroad, and studies the successful implementation of social assistance cases at home and abroad, especially in Hong Kong and Shanghai. The successful cases of Zhejiang Province, draw the universal law of social assistance success, thus accumulate case materials for the study of Changfeng County. Chapter four describes the current situation of rural social assistance in Changfeng County. The fifth chapter points out the problems existing in the rural social assistance in Changfeng County, mainly the problem of concept, system, capital and the difference between urban and rural areas, and analyzes what causes the problem. The author gives some suggestions for perfecting rural social assistance in Changfeng County.
