資產(chǎn)重組：韓國社保體系的發(fā)展過程研究

本論文旨在探討19612016年間韓國社保體系里醫(yī)療保險(xiǎn)與國民年金（醫(yī)療保險(xiǎn)）制度的發(fā)展過程。本研究的理論目標(biāo)是勾勒韓國社保體系發(fā)展過程中具體而多方面的歷史原因。由于韓國社保體系形成于急速發(fā)展的民主化過程,因此,本研究同時(shí)也討論了對(duì)社會(huì)體系發(fā)展造成影響的一般福利政策發(fā)展因素、經(jīng)濟(jì)發(fā)展、公民社會(huì)的擴(kuò)大、全球化等韓國特殊的政治狀況。以歷史-制度主義的觀點(diǎn)概括韓國社保體系,我們先討論威權(quán)主義政權(quán)時(shí)期（1961-1987）韓國社保體系的發(fā)展。此時(shí)期是通過（1）政府的威權(quán)主義決策模式;（2）主要決策集團(tuán)的經(jīng)濟(jì)發(fā)展優(yōu)先主義;（3）正統(tǒng)性的政治大受影響。到了 1980年代后期,如此封閉的政策決定經(jīng)歷民主化過程后發(fā)生了巨大的變化。首先,公民社會(huì)的福利政策需求增加后,相關(guān)政策的決定渠道也比威權(quán)時(shí)代擴(kuò)大了很多,政府主要機(jī)構(gòu)的經(jīng)濟(jì)發(fā)展優(yōu)先主義也隨之減弱不少。作為這些變化的結(jié)果,即是1980年代后期急速發(fā)展的韓國社保政策在質(zhì)量方面的提升。最后,1998～2015年期間在韓國全球化的影響下,完成了國民年金制度改革。本論文從既有的福利國家論提煉出三個(gè)重要的學(xué)術(shù)意義。第一、雖然既有的福利政策理...
