【摘要】：近年來,隨著全球人口的不斷增長、陸域資源的日益短缺以及能源消耗的大幅加快,探索新的生存環(huán)境和發(fā)展空間成為了各國政府和科學(xué)家亟待解決的重大課題。面對如此尖銳的人地矛盾,大力開發(fā)海洋資源是未來經(jīng)濟(jì)發(fā)展的必然趨勢。我國作為一個(gè)海洋大國,擁有著豐富的海洋資源,但與之不相匹配的是我國目前的海洋經(jīng)濟(jì)基礎(chǔ)還較為薄弱。為此,我國在2010年的"十二五規(guī)劃"中提出要大力發(fā)展海洋經(jīng)濟(jì),從此我國便正式開始了經(jīng)略海洋的征程。2011年2月5日國務(wù)院正式批復(fù)了《浙江海洋經(jīng)濟(jì)發(fā)展示范區(qū)規(guī)劃》,同年6月30日國務(wù)院又批復(fù)同意設(shè)立浙江舟山群島新區(qū),這使浙江海洋經(jīng)濟(jì)建設(shè)上升為國家戰(zhàn)略�？梢钥吹胶Ｑ蠼�(jīng)濟(jì)正在逐步興起,而它的發(fā)展必然離不開大量資金的投入,所以此時(shí)金融支持就顯得尤為重要。并且海洋產(chǎn)業(yè)具有其獨(dú)特的融資特征,不可簡單套用過去陸域經(jīng)濟(jì)發(fā)展的金融支持模式。為此,本文選取了海洋經(jīng)濟(jì)大省——浙江作為研究案例,通過對其海洋產(chǎn)業(yè)的金融需求特征、目前所處的融資環(huán)境以及金融支持現(xiàn)狀進(jìn)行分析,并結(jié)合其他國家在海洋經(jīng)濟(jì)金融支持方面的成功經(jīng)驗(yàn),為浙江海洋經(jīng)濟(jì)的發(fā)展初步設(shè)計(jì)了以"浙江海洋產(chǎn)業(yè)基金"為主要載體的多元化金融支持方案,以期為我省海洋經(jīng)濟(jì)的發(fā)展提供一定的幫助。
[Abstract]:In recent years, with the continuous growth of the global population, the increasing shortage of land resources and the rapid consumption of energy, exploring the new living environment and developing space has become an important subject to be solved urgently by governments and scientists. In the face of such sharp contradiction between man and land, vigorously developing marine resources is the inevitable trend of economic development in the future. As a large marine country, China has abundant marine resources, but its current marine economic base is still relatively weak. For this reason, in the "12th Five-Year Plan" of 2010, our country proposed to vigorously develop the marine economy. On February 5, 2011, the State Council officially approved the "Planning for Zhejiang Marine Economic Development demonstration Zone," and on June 30 of the same year, the State Council approved the establishment of the Zhejiang Zhoushan Islands New area. This makes Zhejiang ocean economy construction rise to national strategy. It can be seen that the marine economy is rising gradually, and its development must be inseparable from the investment of a large number of funds, so financial support is particularly important at this time. And the marine industry has its unique financing characteristics, can not simply apply to the past land economic development of the financial support model. For this reason, this paper selects Zhejiang Province, a major province of marine economy, as a case study, through the analysis of the characteristics of the financial demand of its marine industry, the current financing environment and the current financial support situation. Combined with the successful experiences of other countries in the field of marine economic and financial support, a diversified financial support scheme with "Zhejiang Marine Industry Fund" as the main carrier for the development of Zhejiang's marine economy is preliminarily designed. With a view to providing certain help for the development of marine economy in our province.
